TMC clarifies licence issued to Vishal Mega Mart amid public concerns

The Thoubal Municipal Council (TMC) has issued a public clarification regarding the municipal trade licence granted to Vishal Mega Mart at Thoubal Achouba, opposite the District Transport Office, following concerns, objections and public discussions surrounding the matter.
In a press statement, the Council stated that the licence was issued only after the applicant fulfilled all necessary requirements prescribed under applicable municipal laws, rules and procedures.
Prior to granting the licence, the competent authority examined the application and verified all requisite documents and compliances issued by the concerned authorities.
The statement maintained that upon due scrutiny and satisfaction regarding fulfilment of the prescribed requirements, the Council proceeded to issue the licence lawfully, transparently and in good faith in discharge of its statutory duty.
Clarifying the issue further, the Council stated that issuance of a municipal licence should not be misconstrued as an act of preference, favouritism, special privilege or undue advantage to any private party.
It said such issuance is a routine statutory and administrative function carried out uniformly in accordance with established legal provisions and municipal procedures applicable to all applicants.
The Council also acknowledged concerns expressed by sections of the local community and recognised the importance of protecting local interests, economic welfare and social harmony.
However, it stressed that municipal administration must remain guided by legality, constitutional principles and statutory obligations.
It further stated that administrative decisions cannot be based solely on emotional considerations, assumptions or generalised opposition once legal compliance has been duly established.
According to the statement, sincere efforts are being made, through the intervention and facilitation of the District Administration, to bring about a broad-based consensus among stakeholders with the objective of maintaining public peace, harmony and mutual understanding.
The Council reaffirmed its commitment to constructive dialogue and lawful consultation with all concerned stakeholders so that the matter may be addressed in a fair, peaceful and balanced manner while safeguarding public interest and ensuring adherence to applicable legal and administrative provisions.
Urging citizens not to be misled by rumours, misinformation or unfounded allegations regarding the issuance of the licence, the Council reiterated its commitment to transparency, fairness, lawful governance and public welfare.
It further assured the public that every action of the Council would continue to be undertaken strictly in accordance with law, without fear, favour, bias or external influence.
