Moirang, February 04 2026:
In a step aimed at enhancing livelihood opportunities for internally displaced persons (IDPs), a Mobile Canteen Catering Service for Moirang was launched today at two educational institutions under the Moirang Municipal Council.
The initiative was launched by Deputy Commissioner of Bishnupur, Pooja Elangbam, and is being implemented with major support and coordination from social activist and cyclist Rohan Philem.
The service, to be run by IDPs, was inaugurated at St Xavier School, Moirang Okshongbung Leikai, and New Model School, Moirang Kokilbon Leikai.
The launch programme was attended by Deputy Commissioner Pooja Elangbam; Mahar Regiment Brigadier Sachin S Mahadik; Commanding Officer of 2nd Mahar Regiment Balraj Poonia; DI Moirang M Dinesh; Social Activist Cyclist Rohan Philem; and Principal of St Xavier School, Moirang, Fr Mark Wungchang, among others.
Speaking on the occasion, Deputy Commissioner Pooja Elangbam said that the mobile canteen catering tiffin service was initiated to provide IDPs with a sustainable means of livelihood by enabling them to prepare and sell food items in schools.
She added that the support extended by students through purchasing the food prepared by IDPs would not only encourage them but also strengthen their efforts towards self-reliance.
If such support continues, she said, the IDPs would be able to further expand the service in the coming days.
Sharing her experience, Konthoujam Meena, an IDP from Phougakchao Ikhai currently sheltering at the Moirang College Relief Camp, said that with no stable source of income or place to work, the initiative taken by DC Bishnupur Pooja Elangbam and social activist Rohan Philem has opened a new avenue of hope.
She said the mobile catering tiffin service is gradually moving towards success and would help promote sustainable livelihoods for IDPs while also inspiring students.
