Imphal, September 20 2025: The Tribal Youth Council Manipur (TYCM), Central Headquarters, has submitted a representation to the Governor, Chief Secretary, and Principal Secretary (Works) of Manipur on September 15, 2025 .

In the memorandum, the TYCM-CHQ urged the departments concerned not to award tender works at the minus rates for hill tribal areas in Manipur; to cancel all minus-rate bidding contractors/firms and re-tender all hill area works tendered during the President's Rule; to cancel all registered/empanelled contractors in different departments; and to award all works only to contractors/agencies registered with PWD, CPWD, and MES, with strict compliance to MSR/SR .
