Kalhang Khullen village Pipas to appoint acting headman

The Pipas (Village Authority members) of Kalhang Khullen village have decided to appoint an acting headman if former headman Wungnaothem AS fails to designate a responsible person from his nearest kin within five days.
Addressing a press conference held at the Ukhrul Press Club, Wino Bazar, the Kalhang Village Pipa convenor Luingam Raising stated said a five-day ultimatum had been served on the former headman to appoint an acting headman from his nearest kin in the interest of restoring smooth functioning of the village customary court and administration.
Pipa secretary NK Khokyarwung explained that the village governance system is collectively administered by the village authority, comprising representatives of each clan elder known as Pipas, under the headship of the headman.
All village disputes and issues, he said, are traditionally resolved through consultation with the Pipas.
However, the former headman, Wungnaothem was accused of undermining the authority of the Pipas by taking unilateral decisions, which, according to the association, amounted to a clear violation of village customary law.
Following this, the village Pipas decided to extend noncooperation against him.
The association further informed that the half-yearly village assembly of Kalhang Khullen in 2025, through resolution no 6, had resolved to replace the headman by appointing a new acting headman within 20 days.
Subsequently, on January 3, 2026, resolution 1 reaffirmed the earlier decision and issued a fresh five-day ultimatum to appoint an acting headman failing which the village assembly endorsed the Pipas to appoint acting headman.
The Kalhang Village Pipa Association urged the former headman, village Mantri and secretary to surrender the village seal, letterhead and other official items to the Village Authority Council to prevent further conflict.
The press conference was attended by all Pipas, including Luingam Raising, NK Khokyarwug, Sword Lengchon, Shangnam, Ningkhan KMS, Thanpam K Shimray, Rashang Sareo, Dominic Ronra Shimray, Aimson Yangya, Shanchui Zimik, along with other village leaders.
