HC issues notice to State Govt

A Single Bench of the High Court of Manipur has issue a notice to the State of Manipur represented by the Chief Secretary and two others which is returnable within three weeks in connection with a writ petition filed against the alleged unconstitutional appointment of the non-judicial member of the Manipur Lokayukta.
The notice was issued today by Justice Ahanthem Bimol after hearing the writ petition filed by Keisham Chingkhei Mangang against State of Manipur represented by the Chief Secretary, the Principal Secretary (AR), Department of Personnel and Administrative Reforms as respondents and Siddarth Kishore Dev Verman, retired IAS, now appointed as member (non-judicial) of the Manipur Lokayukta.
The petition prayed for issuing a writ declaring that the private respondent has no authority or legal right to hold the office of non-judicial member of Manipur Lokayukta and that his appointment is illegal and without authority of law.
The petition further prayed to quash the notification issued on October 1, 2025 where the private respondent was appointed as non-judicial member of Manipur Lokayukta.
The Court, after hearing the submission of the petitioner's counsel, issued notice to the respondents returnable within three weeks.
The Advocate General accepted the notice on behalf of State Government respondents.
The Court further directed the petitioner to serve the notice to the private respondent by speed post within a week, and fixed the next hearing on December 11, 2025 .
