Alleged money collection from scheme beneficiaries sparks legal action threat

Moirang, July 28 2026: Konjengbam Bipinchandra of Moirang Panshang has warned that legal action will be initiated if money allegedly collected from beneficiaries of the Ema Nongthangleima Yaipha Tengbang Scheme by certain individuals, with assurances of facilitating benefits under the scheme, is not returned within 48 hours.

Speaking at a press conference held at Moirang Lamkhai on Tuesday, Bipinchandra alleged that several individuals claiming to be workers of the sitting MLA of Moirang had collected money from more than 2,600 beneficiaries of the Moirang Assembly Constituency.

He claimed to possess evidence in support of the allegation.

Bipinchandra recalled that the Ema Nongthangleima Yaipha Tengbang Scheme was announced by former Chief Minister N Biren Singh during the observance of Nupi Lan Day in 2023 and launched in 2024.He further stated that Chief Minister Y Khemchand had announced on July 22, 2026, that funds under the scheme would soon be sanctioned and transferred directly to the bank accounts of beneficiaries through Direct Benefit Transfer (DBT) .

He alleged that the scheme provides financial assistance of only Rs 500 per month, and questioned the practice of allegedly collecting money from poor beneficiaries whose benefits are supposed to be directly credited to their bank accounts.

He further alleged that some individuals had been telling beneficiaries that they were required to submit their Aadhaar details by visiting the MLA's office and that the scheme benefits would be provided with the consent of the MLA.

Bipinchandra urged the concerned department to investigate the veracity of such claims.

He also questioned whether collecting money from beneficiaries after their scheme benefits are credited to their accounts was intended to gain political mileage, and asserted that beneficiaries should be made aware that no individual has the right to interfere with or take away their entitled benefits.

Several beneficiaries also attended the press conference, with one beneficiary alleging that money had been collected from him on the assurance that he would receive benefits under the scheme.
