NSA carrying dossier on top UG leaders to Myanmar ; Who is who of UG groups spelt out

New Delhi, June 18 2015 : As National Security Adviser Ajit Doval travels to Myanmar to discuss strategy to deal with North East insurgents based there, Indian intelligence agencies have compiled a detailed dossier on top leaders of NSCN (Khaplang) operating from Taga in Myanmar Naga Hills (MNHs) as well as those of allied outfits like PLA, UNLF, KYKL, PREPAK, PREPAK-PRO and KCP(N) based in Tamu region across Manipur border.

Among the top NSCN (Khaplang) leaders are its chairman SS Khaplang, now admitted to a hospital in Yangon.

His next-in-command is vice-chairman, Lt Gen Khango Konyak, whose last known location was a camp in Lahe area of Konyak region in MNHs.

While the outfit's commander-in-chief is Lt Gen Khumchok Pangmei, the most important military commander is Lt Gen Nikki Sumi, also suspected to be the mastermind behind the June 4 ambush in Chandel, Manipur, that killed 18 Indian Army personnel.

Ang Maing alias Angmai is the deputy C-in-C, with his known location in Taga.

The most important NSCN(K) kilonser (minister) is U Maung Thoiba, reportedly based in Hakon in MNHs.

Other key leaders include Nyemlang Konyak, deployed at Yangching in Konyak region; and Starson Lamkang last seen in Namphalong, Tamu.

The outfit also has a battalion commander in Tirap-Changlang region of Arunachal Pradesh, Col Thone Kyi.

The overall strength of NSCN(K) in Myanmar is about 900.According to intelligence reports, Thoiba, Starson and Ang Mai have been directly coordinating and guiding the attacks in India from their safe havens in Myanmar.

NSCN(K) has three brigades and two ceasefire monitoring officers in Hkamti and Lahe.

As for Meitei/Manipur insurgent outfits, the top leaders are mostly based in camps in Tamu region of Myanmar, bordering Manipur.

The PLA leadership includes its president, Lt Gen Irengbam Chaoren alias Bhorot, vice-president and Army chief MM Ngouba alias Prabin Sharma and general secretary Sanasam Gunen alias Phalguni.

All three are originally residents of Kwakeithel, Imphal.

Brass of UNLF having camps in Tamu region include chairman Pambei alias Khundongban Ibotombi, vice-chairman A Wangba alias Tomba and general secretary Pho Yaimachou.

They hail mainly from Porompot in Imphal East.

The leadership of KYKL, which was part of the June 4 ambush against Army personnel, are chairman N Oken, resident of Imphal East, and vice-chairman Toijam Abo alias Lokeshwar, hailing from Bishnupur.

PREPAK leaders include Sathi alias Heera (resident of Singjamei) and defence secretary Aheiba Angom alias Tamocha.

PREPAK-PRO is headed by chairman Palliba alias Subhash, while KCP(N) top leader is Laba alias Noyon.

According to Home Ministry sources, the June 9 offensive by the Indian Army on three insurgent camps across Nagaland and Manipur border has forced relocation of at least half a dozen hideouts of Meitei rebels from Tamu to Chin State, which is further inside Myanmar.
