JE (Japanese Encephalitis) confirms in Imphal East district, villagers in panic

Imphal, August 25 2013:
A person at Keibi under Imphal East district has been confirmed positive of Japanese Encephalitis after his blood sample was tested at Guwahati Neurological Research Centre (GNRC), Guwahati on August 20 .
The patient who is presently undergoing treatment at GNRC has been identified as Soibam Loya Meetei (30), s/o S Bolo Meetei of Keibi Mayai Leikai.
He is said to be engaged in business of supplying chicken feeds.
Talking to Hueiyen Lanpao in this regard, family members of Loya informed that on August 15, Loya went to Raj Poly Clinic to get medical treatment with one of his friends as he was suffering from fever.
He returned home after the doctor prescribed him with some medicines.
But the next day, he was again admitted to Raj Poly Clinic as his condition deteriorated.
Though the doctors at the clinic administered medicines, condition of Loya got further deteriorated and on August 19 he lost consciousness.
So, the following day, Loya was taken to GNRC in an Ambulance.
There, the test conducted confirmed him to be suffering from Japanese Encephalitis.
Accordingly, he was kept in the ICU for further treatment.
Now his condition is stable and has been shifted in the general ward, the family members informed.
Soon after the news of confirming Loya to be Japanese Encephalitis positive, O Orkid, President of Young Learners Library and Leading Organisation, went and informed the Chief Medical Officer (CMO) of Imphal East and the District Medical Officer (DMO) about the matter and requested them to take up necessary precautionary measures.
Both the CMO and DMO assured him that since 500 vaccines were available with them, vaccination of the public would start.
However, when Orkid pressed for vaccinating all the 2000 villagers in Keibi Mayai Leikai, they (CMO and DMO) told him that since there are not enough vaccines and the available vaccines would be used for the time being.
Accordingly, all the necessary preparations were being made for the vaccination to start from tomorrow when the DMO informed today that the vaccination process cannot be started from tomorrow as a survey of the children in the age group of 15 years and below who have already been vaccinated against Japanese Encephalitis in 2010 needs to be conducted, Orkid said.
But when the Family Welfare Department was contacted, the officials informed Orkid that if the DMO is willing to take up the vaccination programme, there is enough stock of Japanese Encephalitis vaccines in the department, he added.
Orkid informed that the villagers are in a panic.
Under such a situation, the insistence of the authorities concerned to conduct a survey first before the vaccination programme is very unfortunate.
"The mosquitoes cannot be asked to wait and not to bite human beings until the survey is over and the people are vaccinated", Orkid said, added that the Government should take up immediate precautionary measures to stop the spread of the deadly disease in the village and beyond.
