Imphal, November 17 2017:
All Manipur Unemployed Veterinary Doctors Association (AMUVDA) has demanded the State Government to review the Cabinet decision taken on November 15 approving appointment and reinstatement of 37 (Project) Contractor Veterinary Officers (VOs) whose Services as well as the project had been terminated 15 years, ago.
Addressing media persons at Manipur Press Club here today, AMUVDA president Dr Th Chaoba Devi cautioned that different modes of agitations including legal action will be initiated if the Cabinet decision is not reviewed.
She said that the association had filed cases in the Court for direct recruitment of 59 vacant posts of Veterinary Officer through MPSC and not to engage or re-engage VOs on contract basis after protracted period of ban is being lifted.
She said that the Court gave a directive to the State Government for early consideration of the grievances of the unemployed VOs vide its judgement and order issued on September 16, 2015 .
Consequently, the State cabinet gave its approval to lift the direct recruitment ban of Vety & AH Dept and fill up the 59 vacant posts of VOs directly through MPSC.
However, the previous Government in violation of its own cabinet decision put up only 22 VO posts instead of 59 posts for direct recruitment, she pointed out.
The association had submitted numerous memorandums to the previous Government and frequent reminders were also made to the concerned authorities but to no avail, she lamented.
She said that the association filed a case against the impugned advertisement for the recruitment and prayed for filling up of all the 59 posts as per the law and as approved by the cabinet.
The Court in its order passed on August 8 last stayed the declaration of the MPSC examination for the said 22 VO posts.
Final decision is pending for want of an affidavit by the Government, she reiterated.
She said that a memorandum in this regard was submitted to the Chief Minister on August 16 last.
Acting on the memorandum, the Chief Minister had given an assurance that the matter will be looked into, she added.
Condemning the cabinet decision made in total disregard of the rule of law and contemptuous to the honour and dignity of the Court, she said that the decision if implemented would deprive the equal opportunity rights of more than 200 aspiring Veterinary Doctors who have been equally waiting for the lifting of the recruitment ban since the last many years.
