AMCAF backs fresh tenders for PMGSY-III works in Manipur

The All Manipur Contractors' Association Forum (AMCAF) has said there is no obj ection to the execution of PMGSY-III works in the State and urged the authorities to float transparent tenders on time.
Speaking to reporters at the All Manipur PWD Contractors Association office in Khuyathong, Forum convener Thangjam Somorendra said 96 PMGSY-III projects for Manipur were sanctioned in March 2024 - 55 in the current year and 41 in 2025 - to be implemented across districts in the State.
He said earlier tenders could not proceed as the Forum challenged certain conditions set by the Central Government in Court.
Following this, the Ministry of Rural Development, in a letter dated June 19 to the Commissioner and Secretary, RD and PR, Manipur, directed that fresh tenders be invited and completed by September 30.A new tender notice was issued on July 10, he said.
Somorendra alleged that Manipur State Rural Roads Development Agency (MSRRDA) floated the new tenders without incorporating the Centre's guidelines.
He cited the failure to revise the Standard Bidding Document and the insertion of a clause in 4.7 that bars State contractors, calling it an attempt to exclude local firms.
He welcomed the decision to re-tender but demanded rates be updated from the 2022 schedule, saying current rates will not ensure quality.
He also urged the Chief Minister and concerned authorities to appoint a competent Chief Engineer and called on all contractors to unite for transparent tendering.
