BoSEM vows legal actions against exam SOP violators

Appealing for support to ensure smooth progress of the HSLC examination, which will conclude on Friday, Board of Secondary Education Manipur (BOSEM) chairman Akham Joykumar stated that legal action will be taken against Supervising Officers (SOs), Officers-in-Charge (OC), Assistant Offi-cers-in-Charge (AOCs) and Supervising Invigilators (SIs) of examination centres who violate the Standard Operating Procedures (SOPs) of the HSLC examination, as per the Manipur Prevention of Malpractices in High School Leaving Certificate & Higher Secondary Examination Act, 2024 .
Speaking to this daily, Joykumar strongly condemned the leakage of question papers which has tarnished reputation of the BOSEM, and advised the SOs and OCs to strictly adhere to the examination SOP to prevent such incidents in the future.
He stated that SOs and OCs must meet at the examination centre and arrive at the designated police station latest by 8 am.
With exception of the SO, no one else should be allowed to carry mobile phones when collecting confidential materials.
The SO, together with the OC of the examination centre, must collect the confidential materials in the presence of the OC of the police station concerned.
The SO is required to take time-stamped photographs and upload them, he elaborated.
Akham Joykumar further directed the SOs and OCs to transport the confidential materials in the vehicle provided by BoSEM, SOs take custody of materials, and reach the examination centre within 8:45 am.
Afterward, the SOs, the examination centre OCs, the AOCs and the SIs must open the sealed question papers in a secure, closed-door manner and distribute them to all classrooms of the centres concerned, he said.
The chairman warned that any official failing to follow these SOPs will face legal action under the 2024 legislation.
