NRHM staffs threaten to cease work

Demanding parity in preparation of Performance Based Honorarium (PBH) with those desk staffs under National Rural Health Mission(NRHM), Paramedical Staffs and Nurses who are working in the field have threatened to go on for a pen down strike from August 16 if the demand is not met by August 15 .
Announcing this during a press conference at Manipur Press Club here today, Public Health Nurse Kh Molina said that difference in Performance Based Honorarium (PBH) for Paramedical Staffs and Nurses of National Rural Health Mission (NRHM) who are working in the field and those of the desk staffs has been in existence for quite long and it needs to be equalized.
She contended that the Pay Implementation Centre (PIC) of the State Finance Department has prepared the salaries of the staffs equally in accordance to their respective grades.
However, Ng Momota who is the State Programme Manager of NRHM makes differentiation in the preparation of PBH on the alleged ground that Paramedical Staffs and Nurses do not perform their duties efficiently.
But for herself, Ng Momota added an amount 119 % of the basic pay of Rs 13,700 to her salary and the PBH is prepared accordingly.
On the other hand, 19 % is deducted from the basic pay of Paramedical Staffs and Nurses of NRHM, who are working in the field, Molina asserted.
Refuting the allegation that Paramedical Staffs and Nurses of NRHM who are working in Primary Health Centres and Sub Centres, do not perform duties efficiently, is completely baseless, Molina said that her (Ng Momota's) allegations has also indicated that the State Health and Family Welfare Department is not performing its duties efficiently.
Furthermore, it indicated that the Medical Officers, who are in charge of the PHCs and Health Centres, are drawing their salaries without doing their duties, she added.
Molina further informed that various written statements and complaints regarding the differences in preparation of PBH have been forwarded to the Chief Minister.
However, no positive steps have been taken up so far.
A final memorandum over the demand for parity in preparation of PBH would be submitted to the CM.
