Imphal, July 06 2012:
To boost the ongoing public movement for re-implementation of Inner Line Permit (ILP) system in Manipur, student bodies in the state would be launching various intense agitations from today.
This was announced by Vice President of Democratic Students' Alliance of Manipur (DESAM) M Angamba during a joint press conference at the office of Students; Welfare Association of Kangleipak (SWAK) at Kwakeithel here today.
Angamba recalled that Inner Line Permit system, which was in place in Manipur, was abolished by then Chief Commissioner Himmat on November 18, 1956.Since then, there has been uninterrupted flow of outsiders to Manipur, thereby giving a serious impact not only on the demography of the State but also on its socio-economic condition.
To check inflow of outsiders, re-implementation of ILP is essential.
Now that the case pending in the High Court over ILP has been withdrawn, the state Assembly should take a definite resolution in this regard, he demanded.
Observing that the demand for re-implementation of ILP in Manipur is also for the elected representatives, the student leader said that the elected representatives should think over the matter seriously.
To ensure that a definite resolution over the demand is taken during the current Assembly session, student bodies would start launching various intense agitations from tomorrow.
They would also extend every possible support to the Joint Committee on Inner Line Permit formed with representatives both from the hills and the valley, Angamba said.
Secretary General of Swak S Punsiba noted that apart from socio-economic impacts, increase in the population of outsiders has deprived the students of their due rights as well.
So, the ongoing Assembly session should pass a Bill on re-implementation of Inner Line Permit system in Manipur.
