The directive of the Gauhati High Court issued to the DGP and IG (Law and Order) to arrest some Naga student leaders for imposing the indefinite economic blockade along the National Highways is yet to be implemented.
Acting on a Public Interest Litigation (PIL) filed by one RK Joyson of Yaiskul in connection with the difficulties being faced due to the imposition of indefinite economic blockade along the National Highways 39 and 53, the Gauhati High Court had on May 5 directed the DGP and the IG (Law and Order) to arrest president of All Tribal Students' Union, Manipur (ATSUM) Thomas and president of All Naga Students' Association, Manipur (ANSAM) David Choro.
The directive of the Division bench of the court comprising justice Maibam BK Singh and Mutum BK Singh made it clear that the two Naga student leaders should be arrested and produced before the court today.
As the DGP and the IG (law and order) have failed to effect the arrest, the Court in its proceeding today has sought explanation from the two officers on why contempt proceedings should not be initiated against them.
In the proceeding today, the Court has also directed the counsel of the State respondents, senior advocate Th Ibohal to furnish a detailed report on the measures taken up by the State Government to ensure free flow of traffic along the National Highways.
The court has also given the same directive to the counsel of the Union of India C Kamal.
Advocate M Hemchandra appeared on behalf of the petitioner in the hearing of the PIL proceeding today.
