Reign in delinquent bureaucrats: HVCM

Most of the bureaucrats' office timing seems to start from 1 pm and end at 3 pm, the Hills and Valley Council Manipur has claimed, miffed at alleged absenteeism in Government offices.
In a statement today, the council alleged that irregular attendance of the bureaucrats has led to files being stacked and stuck at the Secretariat level.
Most of the files are lying "unattended" .
Files related to developmental works in both the hills and valley are "pending" in spite of departmental clearance.
It is also astonishing that most of the officials' office timing is 1 pm to 3 pm, the council asserted.
It appears that the bureaucrats are taking advantage of the PR regime by neglecting all developmental civil works.
Only files related to security measures are attended on priority basis, it alleged.
"We are compelled to deduce that officials are expecting bribes to clear the pending files.
Such a lackadaisical attitude of the bureaucrats is responsible for degradation of Manipur State in all the aspects of governance," said the council.
The Governor and the Chief Secretary must reign in delinquent bureaucrats and direct them to discharge their respective duties.
Action taken reports must be called on a weekly basis to ensure smooth governance and clear all pending files with regard to civil developmental works in public interest, said the council.
"In the event of further continuance of the current lackadaisical attitude of the bureaucrats, we will resort to various forms of democratic protest in collaboration with CSOs and the public to awaken the slumbering mindset of the bureaucrats," the council said.
