Imphal, April 05 2026:
Dr M Dhanabir, state president of Akhil Bharatiya Hind Kranti Party, submitted a memorandum to the Union Home Minister on Sunday, highlighting the ongoing hardships faced by the people of Manipur.
The memorandum, submitted to the Union Home Minister's office at New Delhi's Central Secretariat, sought intervention in pressing issues, notably the upcoming census and Manipur's strained law and order.
In the memorandum, Dr Dhanabir strongly recommended that the census in Manipur should only be conducted after identifying and filtering out "foreigners" and completing the National.
Register of Citizens (NRC) process.
The memorandum argued against conducting a census while internally displaced persons (IDPs) remain unable to return home.
The memorandum requested immediate action to restore fear-free movement for the public, which has been severely restricted since the ethnic violence erupted on May 3, 2023 .
It noted that while national highways are officially open, they are not functioning effectively.
Concerns were also raised about illegal immigrants taking advantage of the conflict to settle in various parts of the State, posing a threat to the indigenous population.
The memorandum sought urgent measures to investigate this matter and return the settlers to their places of origin.
Dr Dhanabir is currently in New Delhi to discuss the party's role in the upcoming elections in five Indian States with the national president of the party, Kamlesh Tripathi, and other leaders.
