High Court seeks State's reply on Manipur Home Guard RTI case

Imphal, July 24 2026: The High Court of Manipur has directed the State Government to file its reply within four weeks in connection with a writ petition seeking information on promotions and vacant posts in the Manipur Home Guards.

The petition, WP (C) No 527 of 2026, was filed by Y Mangi Singh, president of the Manipur Home Guard Employees Welfare Association.

It challenges the response given by the Manipur State Information Commission to an RTI application filed on December 8, 2025 seeking details of promotions made against nonexistent posts and the number of vacant posts in the organisation.

The matter came up for hearing on July 22 before Justice Ahanthem Bimol.

After hearing both sides, the Court issued notices to the respondents.

The next hearing has been fixed for October 16.Speaking to reporters, Y Mangi Singh said the Information Commission, in its reply dated July 9, had stated that the Home Guards is a separate organisation governed by the Manipur Home Guards Act, 1989 and Rules, 2022, and functions under the supervision of the Police Department.

The Commission further stated that since the Police Department is exempt from the RTI Act except in matters of corruption and human rights violations, the application could not be entertained.

He said the Commission's reply has created confusion among Home Guard personnel, prompting him to approach the High Court for intervention.
