Irregularities in Langthabal Konung tender process?

Concerns have been raised regarding possible irregularities in the tender invitation for Langthabal Konung's development under the Swadesh Darshan 2.0 subscheme's 'Challenged Based Destination Development' programme.
According to a reliable source, the tender invitation for Langthabal Konung's development was uploaded on 'manipurtenders.gov.in' yesterday, but it was later removed citing a technical error.
With an estimated budget of Rs 24.69 crore, the PWD is responsible for implementing the project.
The source added that tenders for two project components - Destination Management Intervention (Rs 12.64 crore) and Green Tourism/Sustainability Intervention (Rs 5.54 crore) -were briefly posted on the website yesterday before being taken down.
As per the source, the tender issuance process for PWD requires the file to pass through a hierarchical approval process, from the Executive Engineer (EE) to the Superintending Engineer (SE), then to the Additional Chief Engineer (ACE), and finally to the Chief Engineer (CE).
After approval from the (CE), the file is then forwarded to the Superintending Survey of Works and Survey of Works, and subsequently to the Section Officer (SO), who then returns the file to the CE, the source said.
The EE can upload the tender invitation on the website only after the CE grants technical sanction and approval for the notice inviting tender, the source said, raising concerns that the EE of PWD's Highways South Division might have uploaded the tender invitation by skipping the required protocols.
Efforts to reach out to the engineers and officials concerned of PWD, Manipur by The Sangai Express were unsuccessful.
