MNYO calls for accountability, proper delivery of Govt services

Imphal, September 10 2026: The Manipur Naga Youth Organisation (MNYO) has urged Government employees to refrain from engaging substitutes or proxies in their place of duty, particularly in Government schools and medical institutions in the hill districts of Manipur inhabited by the Nagas.

In a press note, the MNYO questioned whether the Government is aware of the growing practice of proxy or substitute representation.

Saying that the Government must clarify whether such a "substitute culture" is officially recognised or permitted and, if so, under what rules or authority, the MNYO maintained that Government appointments are made on the basis of qualification and merit and there can be no justification for engaging proxy teachers, doctors, nurses or other employees.

Those unable or unwilling to serve at their assigned places of posting should resign and make way for others willing to serve, it said.

The MNYO announced that it would conduct surprise inspections to verify attendance and the functioning of Government institutions.

Cases of proxy attendance, absenteeism or dereliction of duty, wherever established, would be brought to the notice of the competent authorities for appropriate action, it said.

The Organisation also urged officers and staff of the respective Deputy Commissioner's offices to attend office regularly and discharge their responsibilities, stating that the practice of alternate-day attendance must stop.

The MNYO said it is closely monitoring the attendance and functioning of Government officials in the Naga-inhabited hill districts.

PM-JAY

The MNYO also urged all authorities concerned, pharmacies and hospitals implementing PM-JAY to maintain transparency in the supply of medicines and injections to beneficiaries.

It said medicines and injections prescribed by doctors should be supplied in the prescribed quantities.

The Organisation expressed concern that patients are sometimes informed only at the time of their discharge their allocated PM-JAY entitlement has been exhausted, leaving them to bear the cost of further medicines or treatment from their own pockets without being given details of how the allocated amount was utilised.

To prevent such confusion, the MNYO demanded that pharmacies mandatorily issue a daily invoice or receipt for every medicine and injection supplied, irrespective of whether the patient attendant asks or not.

It said the details should also be recorded in the drug or medicine prescription booklet so that beneficiaries can track the medicines supplied and the amount utilised throughout their treatment.

The MNYO further demanded clear and transparent rates for medicines and injections supplied under PM-JAY, stating that unexplained out-of-pocket expenditure could undermine the scheme's promise of cashless treatment.

It also raised concern over the reported cost of certain injections supplied to PM-JAY beneficiaries.

For instance, an injection reportedly carrying an MRP of Rs 688 for paracetamol alone raises serious questions regarding pricing and utilization of the allocated PM-JAY entitlements, it said.

In many cases, MNYO alleged that patient parties are verbally informed that the allocated amount has been exhausted without being provided an invoice or written statement showing the name, quantity and cost of each drug or injection administered.

Such a practice leaves patients and their families unable to verify how their PM-JAY entitlement has been utilised or whether any balance remains for other essential medicines and treatment, it said.

The MNYO therefore demanded that a daily itemised invoice or statement be made mandatory and provided to the patient party before discharge.

Developmental funds

The MNYO reminded all authorities concerned that developmental funds allocated for the hill areas are public funds and should be implemented sincerely and transparently for the benefit of the people.

It said the organisation would continue to monitor the implementation and utilisation of such funds.

Appeal to Naga elected representatives

The MNYO urged all Naga elected representatives to act with sincerity and unity in pursuing issues of vital importance to the Naga people, particularly the SoO issue, implementation of the NRC, and justice and protection for Naga victims affected by the ongoing ethnic conflict.

At this critical juncture, the people expect their elected representatives to remain accountable and committed to protecting their rights, welfare and future, it said.

The MNYO said it would remain vigilant and continue to raise issues concerning public accountability, good governance and the legitimate interests of the people.
