Imphal, April 16 2026: The Tribal Youths Council Manipur (TYCM) has appealed to the President of India to amend Article 37IC of the Indian Constitution.

The existing framework of the Hill Areas Committee (HAC), Manipur under Article 37IC of the Indian Constitution has largely proven ineffective as it does not confer legislative, financial or executive powers to the HAC, said a press release issued by TYCM.

Moreover, following the creation of five new districts in 2016 namely; Kangpokpi, Noney, Pherzawl, Tengnoupal and Kamjong, the territorial description given in the Presidential Order, (Hill Areas Committee, Manipur) of June 20, 1972 no longer corresponds with the present district structure, it said.

As such, the particular Presidential Order has become outdated in practical application and requires appropriate amendment to align with the current administrative system and to ensure clarity, consistency and effective governance, it added.
