JAC of AMTUC & AMGEO rues pay, pension delay

With exception of some government employees, including staffers of Manipur Secretariat, and pensioners receiving their monthly salary and pension for April on May 12, Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO) expressed strong resentment over depriving the same entitlement to other employees and pensioners till today.
In a release, JAC president Rajkumar Basumani Singh informed that on being queried about on the matter, treasury officers concerned responded that the salary and pension clearance is processed through the National Informatics Centre (NIC).
On further enquiry, NIC replied that the 'giant computer' of the Reserve Bank of India (RBI), Mumbai is not working, consequently delaying the process for salary and pension transfer through the accounts of the employees and pensioners.
However, when the RBI, Imphal office was approached, the officials clarified there is no problem at the RBI, Mumbai and Guwahati, claimed the JAC, alleging that the problem is due to negligence on the part of the NIC.
As all the government payments are executed by E-Kuber, a core banking solution and an electronic platform used by the RBI for government payments, whenever the NIC computer develops technical problem, the standard procedure is to enquire the matter on the E-Kuber system or the RBI, Imphal to solve the same.
However, instead of seeking solution, NIC officials neglect the matter consequently affecting release of monthly salary and pension in time to the employees and pensioners, it said, while pointing out that after facing a similar case the Assam government solved the problem within three hours on May 12 .
