DEOs detail pol parties, public on model code of conduct at Kpi, Spt and Ukl

Kpi/Spt/Ukl, March 12 2019: District Election Officer, Kangpokpi has informed all political parties, candidates, voters and all citizens of Kangpokpi district that with the announcement of election dates of 17th Lok Sabha Election, 2019 by the Election Commission of India, Model Code of Conduct is therefore enforced in Kangpokpi district as well.

She maintained that all are advised not to carry more than Rs 50,000 in cash or above adding that carrying drugs, illicit liquor or any illegal item will not be permitted.

The district administration and the police department have detailed various teams such as flying squads and Static Surveillance Teams as a countermeasure to check such activities, she added.

The DEO also said that, under Section 123 (2) of the Representation of the People Act, 1951 any direct or indirect interference or attempt to interfere on the part of the candidate or his agent or any other person with the consent of the candidate or his election agent to impact free exercise of any electoral right is deemed to be a corrupt practice.

She further said that as per the 171 B of the India Penal Code, any person giving or accepting any gratification in cash or kind during election process with a view to induce any person is punishable with imprisonment to one year or with fine or both.

The IAS officer said that any undue pressure or threat of any kind on the candidate or the voters in the process of election is punishable up to one year with fine or both as per the section 171 C of Indian Penal Code adding that the district administration has put Monitoring Teams at various locations.

She urged all to report any kind of violation to the Sector Office, Flying Squads, Static Surveillance Team for effective control over such things adding that the District Control Room has been set up to monitor such things and any incidents of violation of Model Code of Conduct can be reported to Ngangbam Romia, SDC (Hqs), Kangpokpi at the office of the District Election Officer/DC, Kangpokpi.

The District toll free helpline number is 1950 while c-VIGIL Smartphone app could be used to lodge any complaint or contact at [email protected] DEO also informed that following the instruction of the CEO Manipur and as directed by the ECI, electors who are not able to produce the Electors Photo Identity Card (EPIC) shall produce an alternative identity documents such as Passport, driving license, service identity card with photograph issued to employees by Central/State Govt/PSUs/Public Limited Companies, passbook with photographs issued by Bank/Post Offices, PAN card, smart card issued by RGI under NPR, MGNREA job card, pension document with photographs, official identity cards issued to MPs/MLAs/MLCs and Aadhaar card.

She further said that Photo Voter Slip alone cannot be used as a stand-alone photo identification document as ECI has decided that photo voter slip shall not be accepted as a stand-alone identification document for voting.

Meanwhile, the third phase training of the Sector Officers and Sector Magistrates was held today at the Multipurpose Hall of DC, Kangpokpi.

Nodal officer for Training and SDO Kangpokpi Imosana Sorokhaibam, MCS and Election Officer Kangpokpi Chungsat Khongsai gave hands-on training to all Sector Officers, Sector Magistrates and Sector Police Officers of the district.

EMV and VVPAT awareness and hands-on training were held at various places in the district by the concerned department officials.

The Chief Electoral Officer, Manipur also visited Kangpokpi District Headquarters yesterday to examine the ongoing preparation for the forthcoming Lok Sabha Elections, 2019 and held a meeting with the District Election Officer and other DLOs of the district at the conference hall of the Deputy Commissioner, Kangpokpi.

Apart from DEO/DC Kangpokpi Lalithambigai K, SP Kangpokpi Hemant Pandey, Chief Executive Officer, Sadar Hills Autonomous District Council, Kangpokpi T Manihar , ADC/ADM Lalramsang Infimate, SDOs/AROs, Election Officer and all District Nodal Officers of the district attended the meeting.

Inquiring the Nodal Officers of their duties, progress and problems, the Chief Election Officer, Manipur PK Singh advised the DEO, Kangpokpi and AROs not to conceal anything if any problem arises and to immediately inform him to take up prompt action while asking the concerned officials not to violate the Model Code of Conduct.

Senapati: Following the announcement of election dates for the upcoming 17th Lok Sabha Elections, 2019 by the Election Commission of India and immediate enforcement of the Model Code of Conduct for the election, the District Election Officer, Somorjit Salam (IAS), DC Senapati today briefed representatives of all political parties and functionaries of various Govt departments in the presence of media persons about the do's and don'ts of the coming elections.

Briefing the gathering, the DEO said that all preparations were made for the smooth conduct of the general elections scheduled for April 11 for one seat of outer parliamentary constituency.

He said that different awareness campaign had also been organized at different places and at different levels in the past related to Systematic Voters' Education and Electoral Participation (SVEEP).

He continued that another SVEEP related programme is also scheduled to be held on Thursday, March 14 at Mini Stadium, Senapati starting from 10 am.

For the left out eligible electorates, the DEO further asked all to enrol themselves at the office till 7 days before last date of filing nomination which falls on March 25.Scrutiny of nomination will be done on March 26 and last date of withdrawal of candidature is on March 28 while counting of votes for all seats across the country will be done on May 23, he added.

For any complaint related to the upcoming election, the DEO further asked to download an app called cVigil Mobile App.

Ukhrul: Following the announcement of election dates of the upcoming 17th Lok-Sabha election 2019, the DC Ukhrul Dr Harmit Singh Pahuja who is also District Election officer (DEO) for both Ukhrul and Kamjong districts conducted an interaction meeting on smooth conduct of free, fair and participatory election of the ensuing parliamentary election, at Conference hall, DC office Hamleikhong, Ukhrul.

During the interaction session, DC Ukhrul informed all the political parties for strict compliance and adherence to model code of conduct for ensuring free & fair election.

Do and Don't of election campaign were also discussed in the meeting.

Dr Harmit Singh said anything that can influence voters is considered as violation of MCC.

Any political parties willing to organize awareness or campaign for election have to approach election office before the programme or go through the instruction of ECI to avoid misunderstanding with office.

According to DC, Ukhrul over 116,085 voters would exercise their voting rights in Ukhrul & Kamjong districts including 59,256 women voters although updation of voters list is still in the process while 206 polling stations including one auxiliary polling station at Maphou village will be used in the election.

As part of enforcing election model code of conduct in the district, Ukhrul police have started removing the painted political parties emblem, poster, banner erected on the road side, building etc in Ukhrul town.
