Imphal, May 17 2026:
The Joint Administrative Council (JAC) of the All Manipur Trade Unions Council (AMTUC) and the All Manipur Government Employees Organisation (AMGEO) observed Black Day at their office at Babupara today.
Speaking to the media, JAC president Rajkumar Basumani said the observance marks the anniversary of the May 17, 2010, incident when police entered the AMTUC office in Babupara, Imphal, and detained 69 JAC members who were demanding the full implementation of the 6th Pay Commission in Manipur.
He recalled that they had launched a cease-work strike demanding the implementation of the sixth pay for Manipur Government employees and pensioners.
He recalled that the Government had invited them for talks on May 17, 2010, as their protest was proving effective, but 69 JAC members who attended the meeting were arrested.
He added that they have been observing Black Day on May 17 each year to commemorate the unethical and unconstitutional arrests.
Basumani, meanwhile, stated that thousands of vacancies exist across various departments in Manipur.
Saying that these vacancies have placed an immense burden on existing employees and have deprived educated youth of employment opportunities, he urged the Government to fill the vacant posts.
