Pambei-led UNLF calls for mass support to Peace Agreement-I

Imphal, November 23 2025: The Pambei-led UNLF has called upon all people of Manipur to keep faith in and support the Peace Agreement it signed with the Government of India on November 29, 2023 .

A statement issued by the outfit's Central Committee on the occasion of its 61st raising day (November 24) has also called for political awakening and appealed to the masses to stand united.

The Central Committee has also called for eradication of all divisive ideas and thoughts.

The Central Committee has further called upon all the people to be always wary of the new manifestations of the alien rule.

It also appealed to the masses to always cherish the National dignity and the National goal.

Conveying respect and best wishes to all the people who have been suffering in the course of the liberation movement, the Central Committee, on behalf of the party and its armed wing, has paid homage to all the founding leaders, cadres, revolutionary fighters and civilians who have laid down their lives for the cause of the motherland.

The revolutionary groups of Manipur were quite strong for around two decades and a half decades starting from 1990's .

Even though the strategy of the revolutionary groups was primarily guerilla warfare, they even fought convention war against the Indian armed forces.

The revolutionary groups even created liberated zones at many places, particularly Sajik Tampak, hill areas of Churachandpur, Khengjoy hill range in Chandel and the Barak Valley, it said.

In one of these liberated zones, the party fought conventional war against Indian armed forces for four years.

In this war, many MPA fighters laid down their lives for the Nation.

On the other side, a large number of Indian armed forces personnel too lost their lives.

The MPA was able to face the might of the Indian military because of the unwavering support given by the people.

The liberation movement of Manipur lost its strength for some years on account of continuous oppression by the alien rule.

But today, the revolutionary movement has regained its strength with many people coming out boldly in support of the movement, it claimed.

What is most essential for a Nation to thrive with dignify and protect its identify is the right to self determination.

That is why the party has been fighting for National liberation for the last 61 years.

The Central Committee said that it will implement policies to strengthen the liberation movement and alleviate the living standard of the masses.

At the same time, the rise of armed gangs has been impeding and undermining the revolutionary movement, the Central Committee said.

It appealed to all the people not to support these gangs.

Saying that the activities of armed gangs are counter revolutionary, it appealed to all members of these armed gangs to stop their counter revolutionary activities.

In the early 1970's, pioneers of the revolutionary movement awakened the masses on how Manipur existed as an independent Nation and also about the deceitful and forceful Merger Agreement, it said.

The party was set up with the objective of launching a political movement in order to regain the independence of Manipur.

As the people of Manipur realised that their political goal could not be achieved through peacefill and unarmed struggle, the outfit launched armed struggle in 1987.The political conflict rose to new heights in the early 1990's and there were extensive military operations in both the hills and the valley of Manipur.

Incidents of rampant human rights violation including fake encounters and forced disappearances were galore.

It was at this juncture that the outfit stood up as a strong and disciplined revolutionary force, the Central Committee said.

Since early days, the outfit formulated several economic policies and implemented them on ground.

The outfit is committed to pursue its policy of making Manipur self-reliant.

The outfit is of the firm belief that the liberation movement must go hand in hand with the economic wellbeing of the masses.

It is the outfit's firm belief that the people's struggle for survival and the liberation movement will become one when the impacts of the alien rule and its policies on the people's struggle for survival are exposed continuously.

The outfit also believes that there must be a socio-economic campaign so as to create an "essential self-reliant economy" of Manipur.

This is a major component of the outfit's ongoing revolutionary movement, the Central Committee said.

It said that restoration of sovereignty is not the end of the liberation movement.

Its ultimate goal is creating an egalitarian society where all communities can prosper and live together with dignity.

The outfit will soon take up a slew of policy measures for economic development of Manipur and in the coming years, the focus will be on agriculture, horticulture, small & medium enterprises, the Central Committee said.

Until and unless, an independent economy can be built Manipur will remain a captive market of the alien rule and the first priority toward building an independent economy will be given to agriculture, it said.

Economic interdependence between hill people and plain people will help in reinforcing National integrity and it will also pave the way for coexistence and collective development, it said.

Manipur existed as an independent Nation for thousands of years with its own economy and unique cultural identity but after the annexation by India, Manipur has been breaking down and degenerating in all aspects.

With parts of its territory gifted away piece by piece, the territory of Manipur has been shrinking day by day.

Moreover, the interests of neighbouring communities are being given prominent space within the ambit of Manipur with a sinister design to destroy the National unity.

In addition, lines of divisions are being drawn among the communities living together in Manipur with an ulterior motive to create conflict and ignite violent clashes among the communities, it said.

One formidable challenge to the liberation movement is the growth of non-local people coming from other parts of India.

The total population of Manipur (2.8 million) constitutes just 0.24 per cent of the total population of India (1.4 billion).

Another major challenge is the influx of non-local people from Chin State and Sagaing region of Myanmar.

If this influx from the two directions is not checked effectively in time, the non-local population will certainly overwhelm the local population after some years, the Central Committee said.

This scenario is quite beneficial to India for it will make Manipur a territory of India for real without sacrificing the lives of its military personnel and they will not face the issue of human rights violation.

Rail connectivity will reach Manipur in the coming years and it will bring the possibility of the growth of non-local population manifold.

Considering this possibility, the local people need to take up necessary pre-emptive measures, it said.

This is not ordinary migration but demographic invasion, the Central Committee remarked adding that the outfit will invest its wisdom and resources on the issue.
