'International Day of Persons with Disabilities' observed across State

The International Day of Persons with Disabilities was observed across Manipur on Wednesday on the theme "Fostering Disability - Inclusive Societies for Advancing Progress" .
BISHNUPUR
The International Day of Persons with Disabilities was also observed today at Kiyamba Ningshing Shanglen, Bishnupur, organised by the District Social Welfare Office, Bishnupur, in collaboration with DDRC Bishnupur, Manipur Guidance Centre, Imphal, and the Society for Empowerment of the Disabled, Moirang.
Deputy Commissioner of Bishnupur, Pooja Elangbam, graced the occasion as chief guest.
In her address, she emphasized the importance of guidance, support, and nurturing within families and caregiving systems, noting that Persons with Disabilities (PwDs) have consistently proven their ability to excel in diverse fields including education, sports, culture, and the arts.
She applauded the talent and courage showcased by the participating PwDs and extended her best wishes for their continued success.
Pooja further urged all District Level Officers to prioritise disability inclusion by ensuring that government schemes and programs are made easily accessible and user-friendly for PwDs.
She stressed the need for collective effort in building a more civilized and progressive society by empowering and nurturing persons with disabilities to the fullest extent.
The event was attended by Dr L Raichandra, Chief Medical Officer, Bishnupur, and Nikita Thangjam, District Social Welfare Officer, Bishnupur, who participated as distinguished dignitaries.
As part of the observance, several special performances were showcased, including an Integrity Fashion Show and cultural presentations such as dance performances by students of Thangjing Special School, Moirang, as well as Flute and Leima Jagoi presentations by students of Special School for PwDs, Nambol Mongjing.
PHERZAWL
The District Administration, Pherzawl in collaboration with the District Social Welfare Office today observed the International Day of Persons with Disabilities at the Conference Hall of the Deputy Commissioner's Office.
Addressing the gathering, Joel G Haokip, ADC & in-charge DSWO, said that the United Nations designated day serves as a reminder to uphold the rights and dignity of differently abled persons.
He called for a shift from charity-driven mindsets to an inclusive approach that enables persons with disabilities to take part in decision-making and have equal access to government schemes.
Haokip also stressed the need to improve accessibility in public institutions, including hospitals and schools.
Dr Hmanglamkhup Kom urged the community to recognise the talents of persons with disabilities and provide equal opportunities without discrimination.
Deputy Commissioner Mannuamching, in her remarks, noted that disabilities vary widely and society's changing attitudes have helped reduce stigma over the years.
She reaffirmed the government's commitment to inclusion, pointing out the three percent reservation for persons with disabilities in government job vacancies, adding that such provisions have created new opportunities for them.
As part of the programme, the District Administration and Social Welfare Office distributed cash assistance and incentives to six persons with disabilities, reflecting the administration's continued support for the welfare of differently abled individuals.
KANGPOKPI
District administration Kangpokpi in collaboration with District Social Welfare also observed International Day of Person with Disabilities at the Conference Hall of the Deputy Commissioner's Office.
Lamminlal Simte, in-charge District Social Welfare Officer, Kangpokpi, speaking on the occasion, appreciated the Deputy Commissioner of Kangpokpi, Mahesh Chaudhari, for organising such a grand event dedicated to persons with disabilities in the district.
He highlighted that the purpose of the programme is to build confidence, extend support, uphold dignity, understand disability-related issues, and ensure that persons with disabilities are recognised as integral members of society.
He further informed the attendees that various schemes from both the Central and State Governments are available for persons with disabilities to support their upliftment, scholarship for students, caregivers cards, livelihood sustainability and overall welfare.
As part of the programme, the District Administration in collaboration with the District Social Welfare Office distributed blankets and essential items to 10 persons with disabilities.
THOUBAL
The District Level Observation of International Day of Persons with Disabilities 2025 was held today at the District Social Welfare Office, Mini Secretariat, DC Complex Thoubal, with a strong call to build a more disability-inclusive society.
The program was organised by the District Social Welfare Office, Thoubal in collaboration with the Development for Womens Programme Centre, Regional Institute of Handicapped Person, Educational & Rural Development Organisation, Rural Development Society, and Centre for Development Activities (CDAC), Thoubal.
Speaking at the function Deputy Commissioner Thoubal, Hannah Kahmei emphasised the need to empower persons with disabilities with dignity and hope.
She said that people with disabilities must be provided opportunities to progress, as they have the potential to contribute meaningfully to society.
She highlighted the importance of raising awareness and promoting various welfare schemes meant to uplift PwDs and improve their standard of living.
She also expressed her appreciation for the dedication of teachers and caregivers who work tirelessly with "Divyangjan", acknowledging their compassion and commitment.
The event was also attended by K Nongpoknganba Salaicha, District Social Welfare Officer, Thoubal, and Dr Y Nokui Singh, CMO Thoubal.
Meanwhile, the "International Day of Persons with Disabilities" was also observed today at the auditorium hall of Zonal Education Office Zone HI, Thoubal, with a vibrant programme celebrating inclusion and talent.
The event saw enthusiastic participation from 43 Children with Special Needs (CWSN) students from 12 different schools.
It was attended by ZEO Zone ID AI of Schools, Brojen Singh as chief guest, DI of schools, Asem Rebika Devi as functional president; and Tekcham Girls' High School, headmaster M Tombimacha as guest of honour.
The function showcased colourful cultural dances and songs performed by Children with Special Needs (CWSN) from various schools, earning warm applause from the audience.
As part of the programme, 14 students were distributed CWSN certificates.
A wheel chair was also handed over to a CWSN student in need, marking a meaningful step toward enabling accessibility and support.
KAKCHING
The International Day of Persons with Disabilities was observed today across various locations in Kakching district under the supervision of the District Administration Kakching.
The District Social Welfare Office, Kakching led the main programme at Langmeidong Maning Mayai Leikai Community Hall, where 80 differently-abled persons from across the district received gifts and support items.
The event was graced by Seram Asha, District Social Welfare Officer, Kakching; Ch Indrajit Singh, Secretary, Kha Manipur Parent Association for Disabled, Langmeidong; and L Memcha Devi, Secretary, Society for Empowerment of the Disabled Persons, Langmeidong, as dignitaries.
In another event, the Zonal Education Office, Kakching marked the day at Langmeidong Panchayat Ghar Community Hall.
The programme was graced by M Rakhesh Singh, ZEO Kakching; Kh Binodini Devi, DI; Y Lokendro Singh, AI; Md Hibjur Rahaman, AI; and Ak Nando Singh, SGT.
A total of 30 students, 5 teacher guides, 20 parents and 10 local residents participated in the programme.
As part of the observance, a painting competition and various extra co-curricular activities were also held to encourage active participation of Children With Special Needs (CWSN).
Meanwhile, a One-Day Sports meet for Children with Special Need (CWSN) was held yesterday at Langmeidong Panchayat Ghar Community Hall, organized by ZEO Kakching.
