The May 7 attacks on Naga villages bordering Myanmar were an external aggression which breached National security, and it should be responded with a military crackdown on Kuki militants, the United Naga Council (UNC), Naga Women's Union (NWU) and All Naga Students' Association, Manipur (ANSAM) have written to Prime Minister Narendra Modi.
The memorandum to the Prime Minister sought his immediate intervention to put an end to "proxy war against Nagas" and uphold and respect the 2015 Framework Agreement.

While the ink of the FA is still fresh, a proxy war is being waged upon the Nagas.
Militants operating under the cover of Suspension of Operation (SoO) and the foreign based Kuki National Army Burma (KNA-B) are executing a campaign of invasion, demographic aggression and ethnic cleansing in Naga ancestral homeland, said the Naga bodies.
While the State has failed to protect the people, its silence, appeasement, and the partisan conduct of its forces have emboldened the aggressors.
When Naga homes are bombed, people are kidnapped by foreign terrorists, and National Highways are blocked, the National security is broken and breached, they said.
The Suspension of Operations (SoO) agreement has become a license for territorial expansion.
SoO cadres and KNA(B) militants operate in tandem, engaging in targeted killings of Naga civilians, burning of ancestral villages, highway terrorism and systematic extortion.
The SoO agreement ground rules are being violated on a daily basis in both letter and spirit, they added.
The Framework Agreement of August 3, 2015 was premised on ending conflict and recognizing Naga rights.
Nonetheless, the Government of India's continued "appeasement" of Kuki armed groups, despite their aggression against Nagas, clearly constitutes a proxy war against the very people with whom it had signed the historic Framework Agreement.
This duplicity strikes at the very foundation of the agreement and the credibility of the Union, they said.
"Historical records are unambiguous.
Kukis entered Manipur only in the 1840s as mercenaries and coolies of the British colonial administration.
They are not indigenous to these hills.
The current narrative of "Kuki ancestral land" is a post-facto fabrication engineered to legitimize occupation of Naga territory," said the Naga bodies.
After Meitei-Kuki violence broke out on May 3, 2023, Naga villages sheltered thousands of displaced Kukis and treated them with compassion and genuine hospitality during that harrowing time.
Even till recently around 300 Kuki refugees from Myanmar who had fled the violence in Myanmar were living in Naga villages of Namlee-Wanglee.
But today, in an unbelievable twist, the children of these refugees have been inducted into People's Defense force (PDF)/KNA(B) and they participated in the arson of Namlee-Wanglee and Z Choro and forced out their hosts into the forest.
"Our hospitality has been repaid with fire and bullets," they said.
On May 7, 2026, about 100 KNA(B) militants breached the international Indo-Myanmar border and razed Z Choro, Namlee-Wanglee and Kaka Naga villages to the ground, they stressed.
"That, about hundreds foreign militants could attack Naga villages within 24 hours of a security inspection by Central Security Forces on 6th May 2026 is indefensible.
These forces stood by, while Nagas were shot and villages burned.
On the other hand these same forces acts with disproportionate force upon Naga villagers.
The Naga people have lost all trust in Central Security Forces.
The Manipur State Forces must of necessity replace them," said the Naga bodies.
The attacks occurred "just about 200 metres from the 11 Assam Rifles company stationed between Choro and Aloyo," they added.
The May 7 attacks on Namlee/Wanglee, Choro, and Kaka were not ethnic clashes but a foreign cross-border military invasion by Myanmar based Kuki militants.
This is substantiated by use of military grade weapons and drone warfare.
The use of drones confirms involvement of an organized armed group with foreign supply chains, they said.
The Naga bodies further pointed out that the Village Volunteer Eastern Zone (VVEZ) in a press release has already admitted to involvement of Myanmar-based SNA (Shanni Nationalities Army).
Under Article 355 of the Constitution, the Union is bound to protect every State against external aggression.
The Government of India must therefore treat the May 7 attacks as foreign-backed invasion and not an internal communal violence, and respond with corresponding military, legal, and diplomatic measures, they said.
They demanded the Government of India to uphold the Framework Agreement, end proxy war and launch immediate military eviction of illegal Kuki militants.
Further, the Government of India must issue a categorical policy declaration that no form of autonomy, separate administration or territorial council shall touch Naga ancestral lands, they said.
The Government must sanitize all National Highways, and dismantle illegal armed checkpoints.
It must constitute a time-bound judicial inquiry into the May 7 cross-border invasion and the sustained attacks on Naga villages since march 7, 2026, to establish culpability for security and intelligence failures, they said.
The organisation called for an honorable and inclusive settlement of the Indo-Naga political negotiations based on Framework Agreement.
