Rising crimes against NE people in metros : MHA issues advisory to all State Govts

Taking cognizance of the increase in crime against Northeast communities residing in Delhi and other metro cities across the country, particularly against women and girls in terms of sexual assault , physical abuse , racist remarks, other forms of derogatory comments, the Ministry of Home Affairs in May 2012 had issued an advisory to all the State Home Departments, Chief Secretaries, the DGs/IGs, Ministry of Social Justice and Empowerment, DoNER, National Commission for STs.
Sources in the Ministry of Home Affairs said that the advisory was issued to all the Home Depts and the duty and the responsibility lies with State and its Home Depts to implement and monitor them.
A copy of the said Advisory on discrimination and racial profiling faced by Indian citizens of North Eastern States in some parts of the country and the measures needed to curb the same, that reached The Sangai Express today stated that a sizable number of NE population are in metropolitan cities and that they were reportedly subjected to several discriminations.

The advisory recommended sensitization of Police personnel and punishment of public servant found guilty.
It also requested the State Governments to take comprehensive review of the effectiveness of the said act and the police machinery.
The advisory noted that the GoI is deeply concerned of crime against weaker section, particularly those from Northeast communities.
It underlined the role of the police as the first respondent and hence the need for immediate action by State Governments.
In the advisory various measures were laid out such as, zero tolerance on crime against weaker section, such as the NE communities.
Quick action by police for restoring confidence.
Outreach program with NE communities, besides other security measures and prevention such as social networking and helplines.
The Advisory pointed out that if the victim is an ST then section 3 of the Schedule Caste and Schedule Tribes ( prevention of atrocities) Act can be invoked.
Immediate case should be registered and investigated on day to day basis it said.
If a complaint is received on cognizable offence from the NE communities in metro cities, and if no action or follow up is taken, a serious view should be taken against the police officer in charge, furthermore if the complainant is a ST then section 4 of ST Act should be invoked, it stated.
