Lifting ban on Govt recruitment on Govt's mind

Imphal, March 16 2011: The Manipur Appropriation No.I Bill, 2011 pertaining to an amount of Rs 83811.05 lakhs has been passed by the State Assembly today after a thorough discussion.

In response to the discussion of the Bill, Chief Minister O Ibobi Singh assured that House that steps would be taken up to ensure lifting of the restriction imposed on recruitment in Departments under the Government of Manipur since 1999 at least for some essential services/posts.

Considering the number of vacant posts existing in various Departments, the State Government is actually facing the problem of acute shortage of manpower today.

The blanket ban on recruitment in all the Departments may be lifted.

But taking into account the possible pressures from non-Plan on the resources of the State, efforts would be made for relaxing the ban on recruitment of essential posts and the Government would see what it can do for those who have crossed the age limit at the time of such recruitments, the Chief Minister assured.

He further informed the House that process is underway for filling up the vacant post of members in Manipur Public Service Commission.

The Chief Secretary has also been given the instruction for executing the report of PAC, the Chief Minister said.

Joining in the discussion, MLA O Joy pointed out that restriction imposed on recruitment in Government posts following the Memorandum of Understanding signed in 1999 between the Union Finance Minister and the then State Government after the financial position of the State was at its lowest ebb during the time of Wahengbam Nipamacha as the Chief Minister of Manipur is over 10 years now.

O Joy said that we would like to know whether the lifting of the restriction could be considered in view of the problem of unemployment problem facing in Manipur today.

Demanding that the vacant post of members in the Manipur Public Service Commission should be filled up, he furthermore questioned what would be the dignity of the House if the 14 pending recommendations/reports of the PAC could not be implemented.
