The Governor's Council has today decided to hold the general elections for Jilla Parishad and Gram Panchayat in February next year.
The Governor's Council has also decided to institute a magisterial inquiry into the police firing at Moirang on September 20,1999.The decision to institute the Magisterial probe was taken during a meeting of the Council held at Raj Bhawan today with the Governor in the chair.
One person identified as Hidam Somorjit was killed while another identified as Philem Johnson was seriously injured in the firing incident.
Johnson has been paralyzed.
Decision to recruit MPSC recommended candidates (Grade IV) in the State Health Department in a phased manner to fill up the vacancies was also okayed despite the ban on recruitment in force.
Meanwhile as a part of its effort to improve functioning of its Departments the Government has constituted several Monitoring Committees at the divisional level.
The Monitoring Committees to be headed by the Divisional Commissioners will look into problems of road communication, health service, education, supply of drinking water etc.
Chief Engineer, PWD (Roads), Chief Engineer, PHED (Rural), Health Director, Family Welfare Director, School Education Director and concerned district level officers are the members of the committees.
The committees will formulate district level schemes for repairing of roads and bridges, improving water supply, .health care services and school education.
The bodies will also monitor welfare programs being taken up by NGOs with fund from the Central and State Governments, it said.
Payments for works taken up by departments in all the districts would be made only after getting a certificate of satisfactory execution of works from the Monitoring Committee.
