Cabinet decides to extend disturbed area tag

Notwithstanding the repeated claims of the State Government and Chief Minister N Biren that the State's law and order situation has improved remarkably since the incumbent Government was sworn in, the State Cabinet has decided to extend the disturbed area status tagged to Manipur for six months.
Briefing media persons at the New Secretariat after the Cabinet meeting, Government spokesman and Education Minister Th Radheshyam said that there would be certain exception/exemption while issuing permits to non-local people coming to the State under the Inner Line Permit System.
He asked how would the State Government issue permits to students from other States studying in the State and politicians who come to the State for election campaigns.
Radheshyam said that the State Government would study minutely which group of people would be exempted from ILPS.
He went to claim that the State Government has started enforcing the ILPS properly.
On being asked about the claim that BJP National Secretary Ram Madhav was the first non-local man who came to the State with permit issued under ILPS, Radheshyam said that issuance of permit to Ram Madhav demonstrated implementation of a system cherished since a long time back by the people of Manipur.
Talking about the Cabinet meeting held today, the Government spokesman conveyed that as per a resolution adopted at the meeting, buildings and structures built on agricultural land before 2014 would be legalised while those constructed after 2014 would be identified based on survey record and map, and they would be taxed apart from initiating necessary action under the Manipur Conservation of Paddy Land and Wetland Act 2014 .
The Cabinet meeting decided to acquire some land around the Bishnu Mandir of Bishnupur district so as to develop the temple which dates back to the 15th century as a tourist destination.
The State Cabinet also approved acquisition of necessary land for construction of an underground canal at Heirok as a component of Thoubal Multipurpose Project.
With a view to enhance the State's revenue, the State Cabinet agreed to seek public opinion on imposing property tax on buildings constructed within the area covered by Imphal Municipal Corporation before tabling the same matter in the next Cabinet meeting, Radheshyam said.
The Cabinet meeting further discussed about hiking TA/DA of State employees by some amount, extension of the lease of Hotel Imphal and details of the 2020 annual calendar, he added.
