Imphal, March 04 2012:
A JAC formed by candidates with BEd credentials and DIET qualified candidates who could not make the cut as primary and upper primary teachers under the Sarva Shiksha Abhiyan (SSA) has filed a petition against the State Government at the Gauhati High Court yesterday regarding alleged anomalies in the selection process.
The petition was filed against the Project Director of SSA, SMA Manipur and Principal Secretary (Education-S) by JAC of Unselected B Ed and DIET qualified candidates of Primary and Upper Primary SSA 2012 .
Speaking to reporters at Manipur Press Club today, secretary of the JAC, Moirangthem Tombi questioned the rules applied in the selection of teachers for primary and upper primary under SSA recently.
He said, the authority has categorised the selected candidates under 'List-A' and 'List-B' wherein the unreserved category in list-B was a competition among all categories like General, OBC, SC, and ST while in List-A the unreserved category was solely reserved for General candidates.
Tombi said that the authority should have conducted open competition in the unreserved category of both List-A and List-B or reserved it for General candidates.
Asserting that the State Cabinet did not adopt specific rules for the recruitment of teachers, Tombi contended that the rules made by the Principal Secretary alone could not be followed and it should not be binding.
He said the Gauhati High Court was re-petitioned regarding the anomalies in the recruitment of teachers on March 3 .
Speaking on the occasion, finance secretary of the JAC, Dhiren Maibam said that there had already been a directive issued by the Gauhati High Court on February 18 that B Ed and DIET qualified candidates should be given preference in the recruitment of primary and upper primary teachers.
The remaining vacancy, if there is any, should be given to other candidates.
He also recalled an assurance by the Principal Secretary (Education-S) in a local daily on February 24 that candidates with B Ed credential and DIET qualified candidates should be given preference.
