Chief Minister O Ibobi singh who has been to New Delhi to discuss with Congress party high command on ministerial allocation after the Ministry downsizing exercises returned to Imphal today.
According to press source, the CM has returned with AICC leaders' approved list on whom to be alloted what portfolios.
Even though no announcement was made of the portfolio distribution till late evening it is reported that several of the ruling front Legislators came to meet the Chief Minister at his official residence.
The portfolios are likely to be distributed tomorrow.
Meanwhile, Deputy Speaker Lala Singh tendering his resignation to the Chief Minister without informing the Assembly Secretariat on July 8 and subsequent refusal by the Chief Minister to accept the resignation has created all sorts of confusion among the political circle in the State.
Sources from the State Assembly Secretariat also informed that officials of the secretariat are completely in the dark and confused regarding the resignation of Dy Speaker Lala as he had not submitted any relevant papers to the secretariat till today.
Mention may be made here that Speaker TN Haokip had also earlier submitted his resignation papers but was outrightly rejected by the Chief Minister on technical reason.
As per the Indian Constitution article 179 (b) any Speaker or Dy Speaker who wants to resign should give his resignation papers written in his/her own hands and not through computer printed handouts, said the source and added that the resignation papers should be given directly to the Chief Minister but through the Assembly secretariat.
Sources also said that the Assembly Secretariat officials has no knowledge on the matter as the resignation of the Dy Speaker has not been made officials till today adding that if the Dy Speaker's resignation is made official, an Assembly session would be convened and election to the post of Dy Speaker would be held to fill in the vacant post within a short period.
