Imphal, July 21 2013:
A one-day sensitization workshop on "The Narcotic Drugs and Psychotropic Substance Act, 1985" for police officers of Imphal East and Imphal West was organized jointly by Manipur State Legal Service Authority, Manipur State AIDS Control Society, Community Network for Empowerment (CoNE) and Centre for Advocacy and Research at the conference hall of Hotel Nirmala here today.
The inaugural function of the workshop was attended by Advocate of Supreme Court DB Goswami, IGP (Intelligence) of Manipur Police KT Vaiphei, Secretary of Manipur State Legal Service Authority A Guneshwar and Professor of RIMS RK Lenin as presidium members.
Speaking on the occasion, President of CoNE RK Nalinikanta said that NDPS Act deals with drug traffickers and users with certain strong provisions that can even award death penalty to persons convicted under this Act.
So far, no one has been awarded death penalty under this Act in the State though many drug traffickers and users have been apprehended by police in the past, he noted.
He further said that there have been instances where policemen harassed drug users who are returning to normal life.
The workshop would sensitize the police personnel on NDPS Act and help them to refrain from committing such mistakes, Nalinikanta added.
The President also appealed to all to join hands in fighting the menace of drug abuse and HIV/AIDS in the State, adding that the problem of drug trafficking can be curbed to a great extent only if the NDPS Act is implemented fully in the State.
