Industries Dept silent over fund sanctioned illegally

Imphal, June 28 2012: A sum of Rs 43,80,321 which was illegally sanctioned by Industries Department defying all rules and regulations to a Mill in Mantripukhri on March 1998 under the Central Transport Subsidy Scheme 1971, has remained unaccounted despite the matter highlighted in the report of Comptroller and Auditor General (CAG) .

The amount was sanctioned to M/S Shri Manipur Roller Floor Mills Pvt Ltd.

The Joint Director of the Mill is one Sushil Kumar Jain, s/o Mohanlal of Thangal Bazaar.

Sources revealed that the amount was sanctioned under the Central Transport Subsidy Scheme 1971, which is taken up by Department of Industries Policy and Promotion under the Ministry of Industries, Government of India.

Under this scheme, 90 percent of the whole amount incurred by the industry during its first five years of establishment in transportation of materials and goods and the sale of the products is to be borne by the Central government.

The benefit given to M/S Shri Manipur Roller Floor Mills Pvt Ltd under the scheme was for the period of April 1 to December 31, 1997.However, the said industry already availed the benefit during the period from April 1, 1990 to March 31, 1995, added the source.

The source further informed that the amount was sanctioned from the State government exchequer as if it was of utmost importance.

At that time, the State government pressed the Central government to refund the amount.

But the Central government refused on the ground that the amount had been sanctioned against the rules and regulations of the scheme.

The officials who were personally involved with the scheme mislead even the top officials of the Industry department and the state government, sources said.

Though the report of the CAG had been discussed in detailed several times and found the matter to be true, the then state government never bother to recoup the sanctioned amount.

For that matter, the present government is no different in this regard, sources added.
