The Home Department, Government of Manipur is assessing activities of underground organisations operating in the state which can be declared as unlawful activities under the Unlawful Activities (Prevention) Act, 1967 as the Union Ministry of Home Affairs is reviewing the extension of the notification declaring six insurgent organisations of Manipur as unlawful activities under the same Act.
Official source here said that the MHA has asked the state government to furnish details of the other organisations if any which can be declared as unlawful activities with full justification and supporting data.
As many as 39 underground outfits and their factions are operating in the conflict ridden state of Manipur.
Out of them only six Meitei based underground outfits were banned under the UA(P) Act, 1967 declaring them as unlawful organisations.
The ministry listed Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL), Manipur People's Liberation Front (MPLF), People's Liberation Army (PLA), People's Revolutionary Party of Kangleipak (PREPAK), United National Liberation Front (UNLF) and Kanglei Yeon Kanna Lup, KYKL as unlawful associations of Manipur in November 2007.
For the declaration of the first five (PLA/RPF, UNLF, PREPAK, KCP and MPLF), the banned imposed on them extension by the declaration but KYKL was added in the latest list of the banned organizations in the notification issued by MHA in November 10, 2007 .
Now, MHA is reviewing the same notification before November this year, an official of the state home department who did not wanted to name said.
In response to MHA's directive, state home has asked the state police department to compile a report on the utility of continued declaration of PLA/RPF, UNLF, PREPAK, KYKL, KCP and MPLF as unlawful "Meitei Extremist Organisation" as unlawful association under Unlawful Activities (Prevention) Act, 1967 .
Police department has been asked to furnish the brief notes on the activities of the six underground organisations along with the proposal of adding new organizations, if any, on or before July 15 to the state home department for onward submission to the MHA, the official disclosed.
Apart from asking to furnish brief notes on the utility of continued declaration of PLA/RPF, UNLF, PREPAK, KYKL, KCP and MPLF as unlawful activities, MHA also asked to give top assess on the need for declaring any other underground groups as unlawful association (other than the six groups already declared) under the provisions of Unlawful Activities (Prevention) Act, the source said.
The list of cases registered against the Meitei extremist organizations under UA(P) Act, 1967 and statements showing the number of charge sheets filed and the member of the activities prosecuted during the period from November 13, 2007 till date should also be included while submitting the comment of the police department.
List of documents issued by them (PLA/RPF, UNLF, PREPAK, KYKL, KCP and MPLF), supporting the fact that there associations have adopted secession from Union of India as their objectives and details of justification for further extension to the notification declaring them as unlawful association.
