All eyes on second round of Govt-JCILPS talks on ILP today

After the first round of talk between the government and Joint Committee on Inner Line Permit System (JCILPS) convened on September 19 failed to reach consensus on the issue, both sides are hopeful of a breakthrough in the second round of talks scheduled to be held on September 22 .
Speaking to media persons in connection with the proposed talk, MLA RK Anand who is the convener of all-political party Committee on ILP said that there is no difference between the government and JCILPS, which is spearheading the ongoing demand for implementation of ILP system in the State, as far as implementation of ILP system is concerned.
Government has already sought views from experts to implement the system at the earliest, he contended.
He further said that experts from Manipur University, All Manipur Bar Association (AMBA) and High Court Bar Association have already submitted their reports to the committee, but reports from retired Justice and constitutional experts which are vital are still awaited.
After studying all reports from the experts minutely, the All-Political Party committee will apprise the government on measures that can be taken up to implement the system at the earliest possible, the MLA added.
Maintaining that enactment of any law or regulation other than the ILP system to monitor the ever increasing influx of outsiders into the State should be under the ambit of the Constitution which needs time and deliberation, he asserted that the government is also planning to form a team to study the law being implemented in Shimla, Himachal Pradesh for regulating the illegal entry of outsiders into the city.
He went on to say that the govt under the leadership of Chief Minister O Ibobi is fully committed to implement the ILP system which is the long standing demand of the people.
Exuding confidence that something positive will transpire from the second round of talks scheduled to be held at the office of the committee at Manipur Legislative Assembly premises, MLA Anand appealed to the JCILPS to refrain from taking up anti-people activities in pursuit of its demand for enforcement of Inner Line Permit System in the State.
