Question Hour:: No recognized SC (Scheduled Castes) village in State: Ibobi

Chief Minister Okram Ibobi has categorically stated that no village has been recognized by the Government for Scheduled Castes in the State.
The Chief Minister was replying to a query raised by MLA Th Shyamkumar during the Question Hour of the ongoing 5th Session of 10th Manipur Legislative Assembly today.
While asking supplementary questions, MLA Shyamkumar stated that the Election Commission of India (ECI) has declared eight villages for Scheduled Castes in the State after getting approval from the Ministry of Home Affairs.
He questioned the Chief Minister why there is reservation for Scheduled Castes in Sekmai Constituency when there is no recognized village for SCs in the State.
MLA Dr I Ibohalbi also pointed out that there is one SC village at Leimaram under his Oinam Constituency, and asked the Chief Minister what status should be given to that village according to land revenue records.
MLA of Sekmai Devendra also supported the questions of MLAs Shyamkumar and Ibohalbi.
Chief Minister Ibobi replied that there are actually nine SC villages including Thoubal Khunou, but none of these has been recognized as SC village from the purview of land revenue records.
The matter can be chalked out in a forum, he noted.
Answering to another question of Dr I Ibohalbi, Chief Minister Ibobi assured that the government would look into the possibilities of offering jobs to the next of kin of those who were killed in a firing incident at 6th IRB Post at Maphou Dam.
Replying to MLA Laisom Ibomcha, the Chief Minister said that the result for 32 posts for Manipur Remote Sensing Application Centre under the Science and Technology Department could not be announced after conducting the DPC due to a stay order of the High Court.
The State government would consider all possible means to address the grievances of the candidates, he added.
Answering to MLA K Sarat, Transport Minister Kh Ratankumar informed the House that compensations have been given to 29 vehicles which were burnt down during economic blockade in 2011, while 10 other vehicles, which are yet to receive the compensation amount, would be getting it shortly.
Replying to a question of MLA Nunghlung Victor, Chief Minister Ibobi said that there is a proposal for setting up 132 KV sub-station at Chandel for which 80 percent of material components have been purchased.
Answering to a question raised by MLA Kh Joykishan, CAF&PD Minister M Okendro said that 1.04 kg wheat and 0.97 kg atta are also given to a BPL card holder.
Replying to MLA O Lukhoi, IFCD Minister Ngamthang Haokip stated that construction of 700 metres out of the total 820 metres of right main canal of Imphal Barrage has been completed.
Manipur Deputy Chief Minister Gaikhangam today told the House that the Government had already given monetary benefits like GETI (GIS) Leave Encasement, GPF Final Grant to the next of kin of three IRB Havildars who were killed by a colleague while on duty at Maphou Dam post.
Gaikhangam, also holding the Home portfolio, was responding to a query by Opposition leader Dr I Ibohalbi in the House on financial assistance to be given to the families of Havildars Khomjathang Baite, Th Bimol and H Deven who were reportedly murdered by their own colleague on June 5 .
He further informed the House that Rifleman (IRB) Hangsing Kaikhohou from the same post was the main accused in the killing.
All the financial benefits had been provided to the bereaved families by the Government, Gaikhangam said.
He also said that the Government would consider on providing suitable Government jobs to the families after Ibohalbi asked the House whether there was a provision to provide Government jobs to the next of kin.
