Illegal appointment slur on CADA

Despite no sanctioned posts for Assistant Engineers (AE) in Department of Command Area Development (CADA), the authority concerned has allegedly appointed eight AEs illegally.
In addition to this, the department has concealed facts regarding creation of Sub-Divisions while furnishing information sought through Right to Information (RTI) Act.
According to reliable sources, the State Government on July 11, 2001 issued an order for downsizing the posts in the CADA.
After downsizing, the remaining number of posts in the department was 106, and as of now, there are three DDOs (DDO code 1501006; DDO code 1501007 and DDO code 1501008) in CADA.
One advocate by the name of Moirangthem Dhaneshwar applied to the Department of CADA for furnishing some information through RTI Act.
The information sought are related to number of present sanctioned posts of Assistant Engineers as per MGEL; number of regular Assistant Engineer incumbents holding the sanctioned posts as per MGEL; number of Sub-Divisions as per MGEL; number of in-charge Assistant Engineers appointed in excess of the sanctioned posts; concurrence number of Finance Department and Department of Personnel (DP), Manipur relating to appointments of in-charge Assistants Engineers in access of the sanctioned posts and the order number of Cabinet Memorandum of the Government of Manipur relating to appointments of the in-charge Assistants Engineers in access of the sanctioned posts, etc.
According to the information provided by the Department of CADA, the number of present sanctioned posts, the number of AE incumbent and the number of Sub-Division as per sanctioned posts is eight each and the number of in-charge AE appointed in access is five.
It also mentioned that no Sub-Division has been created after appointment of in-charge AEs and there is no concurrence number of DP and no order number of Cabinet memorandum.
Sources further informed that the appointment of five in-charge AEs in access of the sanctioned posts in the Department of CADA are all illegal appointments as it had not consulted the concerned authority.
Among the five illegal appointees one incumbent SO by the name of Ch Yumjao Singh possess only certificate course of Surveyor which is not fit for appointment to AE/ASW as per rules.
The information furnished by the Department of CADA which says that no new posts or Sub-Divisions have been created after the appointment of the five in-charge AEs in access is a clear case of concealment of facts as one Sub-Division was appointed in addition to the two existing posts of AE in DDO code 1501008/Imphal East Treasury, sources asserted.
