House today passed a supplmentary demand for grand of Rs.68.62 crores 2008-09 for 40 departments without much discussion.
While moving the motion, Chief Minister said the demands for grant is mean for the welfare works for the people taken up by the respective departments.
However, during the discussion, members in the opposition bench urged the state government for transparency in works even though they awared of the deteriorating law and order situation of the state.
O Joy taking part in the discusison said that the ministers should work in full cooperation with the people.
Opposition members while giving their observaiton said that the present condition of the state especially power, health, water, state police personnel act, condition of Manipur other backward classes (MOBC) and the likes are not upto the expected level.
Giving his observation RK Anand of MPP termed the recent firing burnt incident at Keibul Lamjao, an unfortunate one and blamed the state government for not able to safe the only home of the Sangai (brow antlered deer) from the devastation.
He also said that the state police were going far beyond the law in the name of controlling law and order and maintained that frequent fake encounters and extortions from the part of the state force were becoming regular.
O Joy, a sitting MLA and prominent opposition leader questioned the state government on the condition of power in the state and questioned further as to what the power minister was doing.
Referring to a press release of the Assam Rifles that there are four designated camps of the NSCM-IM in the state, the opposition leader also questioned as to what the concerned district commissioners were doing and their silence on the camps.
Meanwhile, replying to the questions of the opposition leaders, chief minister O Ibobi Singh asserted that all the mentioned points were noted down and would be added in the supplementary grants for 2009-10. Regarding the power condition, the chief minister informed that the state government was spending about Rs.10 crores on power every month and added that though the state government has plan to general enough power, it would take some time.
The chief minister also asserted that it was difficult to take up all necessary action against power theft due to lack of power system in the state.
The chief minister also assured that the state government would take up all the necessary measures including security so as to prevent any unfortunate event at the Keibul Lamjao National park in Bihsnupur district.
