Imphal, February 25, 2010: (Contd from 25 feb 2010) issue
In the meantime, political rulers of the State have been making all kinds of accusations against revolutionary groups.
The political rulers have been blaming revolutionary groups for all kinds of ills and malaise starting from social issues and problems to underdevelopment and dalliance of development activities.
For development works/projects not initiated or completed in time, the State Govt has been making the revolutionary groups scapegoat.
These political rulers have been trying to cover up their administrative failures and weaknesses by arresting/detaining social activists accusing them of calling strike/bandh/blockade at the instigation of insurgent groups.
"Under such circumstances, would it be possible to repose faith in these political rulers that they would work sincerely for welfare of the nation ?", the RPF chief asked.
"Our people can no longer afford to treat the revolutionary movement in any casual manner for it affects the life of each and every people of Manipur in one way or another".
But there is no reason not to view those elements as enemies if their relationship with the revolutionary movement goes against it.
The relationship between the revolutionary movement and the State security personnel, particularly commandos who have been harassing the public and killing people in fake encounters in the name of suppressing the revolutionary movement is a case in point.
Because of their negative relationship with the revolutionary movement, police commandos have the audacity to treat their own people as enemies.
"If the police commandos continue to cling to such adversary attitude, the RPF may not be able to view and treat them as brothers".
"It's time for state security personnel to once again introspect into their mental disposition and activities in order to avert a bloody fratricidal war", the RPF chief cautioned.
The RPF has no objection to the Suspension of Operation (SoO) pact signed between some armed groups and the Government.
But if SoO becomes an instrument of countering the revolutionary movement and checking the activities of revolutionary groups, then RPF would be constrained to interpret the pact as a diabolic policy of the alien rule.
All the armed groups under SoO pact should always be conscientious not to stand or act against the revolutionary movement under influence of the adversary forces for the sake of some short-term benefit.
The current attempt of the alien rule to drive wedges amongst the people of Manipur with an ulterior motive to severe integrity of the nation is exactly what was apprehended from the alien rule.
Failure to understand such design of New Delhi would be disastrous for the State.
It would result in tension and conflict among the people of Manipur on community or ethnic lines for generations to come.
To avoid befalling upon Manipur similar fates which ripped many nations by divide and rule policy of alien rulers as witnessed in the course of revolutionary history of the world, every individual and group should be always alert against any divisive policy of New Delhi, the outfit exhorted.
Expressing deep concern over the rising criminal activities and manner of reaction of civil populace, the outfit deplored the mob culture of lynching driver for running over a vehicle or person accidentally, banishment of whole family for a crime committed by a single member, dismantling and setting afire houses etc.
Such mob culture not only tarnished the image of the society but also encouraged youngsters to commit violence and anti-social activities.
Collective punishment of a whole family for the wrong done by one member need both introspection and retrospection.
Talking about the legality of the liberation movement, the RPF leader cited the UN General Assembly Resolution of 1973 which maintained that international laws uphold the right of subjugated and colonised nations to launch movements to achieve right to self-determination.
The same resolution declared that all those opposing and trying to suppress liberation movements is in contravention of the UN principles and resolutions.
As such, the revolutionary movement of Manipur is justified and upheld by international laws and UN principles.
On the contradictory, New Delhi's measures to suppress the movement is against the UN resolutions.
The RPF chief called upon the people to prepare and expose to the international community crime being perpetrated by the Government of India against the people of Manipur in defiance of the UN principles, resolutions and international laws.
Chaoren concluded his statement with a call to raise the revolutionary movement to a higher plane.
