'YAS breaks RR, promotes lecturer to deputy director'

Even as discontent of the employees of YAS Department over the upgrading of some PETs (Physical Education Teachers) as Physical Education Lecturers by violating recruitment rules of the department are still simmering, a lecturer of physical education, a close relative of Chief Minister, O Ibobi Singh, has been promoted to the post of deputy director (physical education) .
Revealing this, general secretary Ch Tejkumar of YAS Employee�s Association said that the government move has come against the demand of the employees to fill up key posts of the department which are lying vacant.
Talking to reporters, he said that the government has promoted 13 PETs (matriculate post) to the post of Physical Education Lecturers which are to be held by Master Degree holders by an order issued on August 28, 2010 .
The upgradation has been done without considering whether the posts of lecturers are needed or not, and that the step has violated the recruitment rules of the department, he charged.
Employees of the department strongly protested the government's move but the government agreed not to allow any of the promoted persons to hold posts related with the administrative affairs.
The general secretary said, sidelining the agreement, the government has promoted one of the earlier promoted persons, N Nilababu Singh from Thoubal, as deputy director (physical education) in-charge.
Nilababu is a close relative of Chief Minister O Ibobi Singh and the order effecting his promotion as in-charge, deputy director (physical) was issued on March 14, he added.
He further observed that promoting a person with a Master's Degree certificate as deputy director has violated the present recruitment rules of the YAS Department.
As per rules, an employee of the department can be promoted to the post of deputy director only if he had held a post of lecturer, supervisor or stadium supervisor or district Youth & Sports Officer.
Alleging that the promotion has been done under the influence of the CM and minister concerned, he reminded that Boby Waikhom, MCS was removed from the post of director and a deputy director was promoted as director bypassing other senior joint directors.
