Kpi, May 11 2018:
Making a clear stance over appointment of a non native as the Chief Secretary of the State, Kuki Students' Organization-GHQ has affirmed its decision that it would not be a party to any agitation or movement for the removal of the present Chief Secretary.
"A press release issued by Shon Baite, general secretary, KSO-GHQ said that situation has compelled them to make its stand clear in public interests in matter concerning the appointment of Dr Suresh Babu as Chief Secretary of Manipur and the subsequent opposition raised by some student organizations" .
Appreciating the movement of the student organizations to appoint a native officer as Chief Secretary, the student body said that it had always been a proponent of the idea of appointing a native officer as Chief Secretary.
It said that KSO was the only student organization which raised objection when a native officer, O Nabakishore was removed as Chief Secretary to make way for non native officer RR Rashmi and at that time no student organization had taken the trouble to join KSO in fighting for the cause of the native officer and as such the hue and cry raised by some student organizations now is surprising for KSO.
It further said that the student body had consulted politicians and even senior IAS officers on the appointment of Chief Secretary and came to understand mat the appointment of Chief Secretary is purely the prerogative of the State Govt and that seniority is not the deciding factor.
"The Govt appoints a senior officer whom it considers best to serve the Government and deems fit as capable of effectively dealing with the abundant communal issues in the State", it said while adding that the present State Govt, which is committed to bring development, law and order to the people, must have taken these facts into consideration when Dr Suresh Babu was appointed as the Chief Secretary.
It asserted that the Government must have also thought that a non Meitei, a non Naga, or a non Kuki native Chief Secretary would be the best viable option at this juncture in time of political uncertainties in the State and this might be the probable reason why a non native officer was appointed as the Chief Secretary, it added.
KSO supports the political but rational decision of the State Government in appointing Dr Suresh Babu for the post, it added.
KSO regretted over the difference in opinion with ATSUM and DESAM on the particular matter.
However, it stated that the organisation will continue to support the apex tribal student organization, ATSUM in other shared or common issues.
On this particular matter, the opinion of KSO differs with the decision of ATSUM but KSO will stand by the decision of the Government which is "rational and wise", it further said.
The student body further claimed that the issue has been somewhat politicized as some political parties and vested interest groups have been rumoured to have instigated the matter to attack the present State Govt.KSO considered it unnecessary to meddle with the decision of the Govt and it would be a shameful tiling if the Government renege on its decision and orders, it added.
