Chief Minister launches Swachhata App

Chief Minister Okram Ibobi Singh today launched a Citizen Complaint Redressal Mobile App called Swachhata App for Imphal city in a function organized at the Cabinet Hall of the CM Secretariat.
The function was attended by Deputy Chief Minister, other Cabinet Ministers, Soram Sunil Singh, Mayor of Imphal Municipal Corporation, Dr J Suresh Babu, Additional Chief Secretary (MAHUD), N Gitkumar Singh, Director, MAHUD; Th Harikumar Singh, Municipal Commissioner of Imphal Municipal Corporation; and other officials of MAHUD Department and Imphal Municipal Corporation.
The Swachhata App is a complaint redressal mobile and web platform.
It is an initiative of the Swachh Bharat Mission in association with the Ministry of Urban Development.
The App enables a citizen to post a civic-related issue (e.g.a garbage dump) which is then forwarded to the city corporation concerned and thereafter assigned to the sanitary inspector of the particular ward.
The App works on any android/iOS platform based smartphone.
Citizens can download the Swachhata App from Google play store or Apple App store.
After download and installation of the App, the user has to register using his/her mobile number and the OTP which will be sent to the mobile number provided.
After registration, citizens can lodge complaints using the App by following few simple steps: Take a picture of the civic-related issue using a smart phone, and post it in one of the stated categories � 1) Garbage dump, 2) Garbage vehicle not arrived, 3) Dustbins not cleaned, 4) Sweeping not done, 5) Dead animals, 6) Public toilet cleaning, 7) Public toilet blockage, 8) No water supply in public toilet and 9) No electricity in public toilet.
The App will capture the location while the picture is being taken.
The user can just type in the landmark of the complaint location.
The complaint will then be assigned to the concerned sanitary inspector/engineer.
The user can also vote up on any other complaint relevant to him/her.
The App will provide regular updates and status of the complaint in the form of a push notification with the 'Resolved' image uploaded by the assigned sanitary inspector/engineer.
The user can also reopen the complaint if he/she is not satisfied with the resolution of the complaint.
Action for most complaints will be initiated from 6 hours of registration.
There is a detailed escalation process built in the mobile application so that complaints that are not resolved at the lower level are moved to higher levels for action and resolution.
The residents of Imphal Municipal Corporation have been invited to use the App for a much cleaner Imphal.
The Ministry of Urban Development, Government of India launched Swachh Survekshan 2017 project to access and rank 500 class � I cities including Imphal city in the country based on level of sanitation and efforts made by respective Urban Local Bodies (ULB).
It may be recalled that in the Swachh Survekshan 2016, 73 cities were surveyed and Imphal was ranked 15th and awarded Top Movers Award in NE Region.
The assessment of the Urban Local Bodies under Swachh Survekshan 2017 is likely to commence from the 1st week of January 2017 .
All the 500 cities covered under Swachh Survekshan 2017 will be evaluated by giving points based on efforts made by ULB in the field of sanitation and the total score earmarked for the survey is 2000 marks.
900 marks is earmarked for municipal documentation, 600 marks for citizen feedback and remaining 500 marks will be awarded based on direct observation.
Out of the 600 marks earmarked for citizen feedback, 50 percent of the weightage is earmarked for the usage of Swachhata App which is likely to be monitored/assessed from Delhi by Quality Council of India.
Imphal Municipal Corporation already has other ICT-based Complaint Redressal Initiatives through various platforms such as the IMC website � http://imc.mn.gov.in/RrievanceRedressal.aspx; Facebook pages like Imphal Zero Garbage, Imphal Municipality Zero Garbage, Swachh Bharat Mission Urban Manipur etc.
Widespread use of the Swachhata App will immensely contribute in making Imphal a clean city irrespective of ranking in the cleanliness competition, a statement issued by MAHUD informed.
