7th Pay order peeves pensioners

Manipur State Pensioners Union (MSPU) president Huidrom Yaima has alleged that despite the inclusion of pensioner's benefits in the MoU signed between three employee organisations and the State Government in connection with the implementation of 7th Pay in the State, the order issued by the Finance Department has completely forgotten the pensioners of the State.
Speaking to media persons at State Guest House today, Huidrom Yaima said that even though some points in the interest of the pensioners were included in the MoU, the order issued by the Finance Department has shattered the hope of the pensioners.
A memorandum has already been submitted to the authority concerned to revoke/modify the order, he added.
He claimed that the points in the interest of the pensioners which are included in the order issued by the Principal Secretary (Finance Department) on July 28, have the potential to cause a large number of problems for the pensioners in the future.
He also conveyed that the demand by one employee organisation regarding implementation of fitment factor 3.68 is preposterous as it is practically impossible in the country.
On the other hand, Purujit Lairikyengbam, general secretary of Manipur Government Services Federation (MGSF) has claimed that it would be the right step to revoke the implementation of new pension scheme for all those Government employees who joined after 2005 and instead implement the earlier Defined Pension Scheme.
Speaking to media persons, Purujit said that three employee organisations signed an MoU with the State Government on June 8 in connection with the implementation of 7th Pay in the State for the Government employees and pensioners.
An order was issued on July 28 regarding the agreement.
After intense pressure for payment of 17 percent backlog DA, another order was issued approving payment of 6 percent DA.
Pointing out that the employees are still demanding payment of the remaining 11 percent DA, Purujit urged the State Government to appoint candidates to empty Government posts on a regular basis and not on contract basis.
Urging for transparency in the recruitment process, he added that the move will also help address the problem of unemployment in the State as well.
He continued that the Principal Secretary of Finance Department was also notified about the displeasure of the Government employees concerning implementation of New Pension Scheme (NPS) for those employees who were recruited after 2005.Some of the State Governments have written to the Central Government for downgrading to the DPS system, he explained and demanded the State Government to urge the Central Government for implementation of DPS system instead of NPS system.
He explained that in DPS, the employees do not contribute any money but in NPS, the employees have to contribute a part and the rest by the Government.
However, erratic and inconsistent payment from the side of the Government has led to some serious inconveniences, he claimed.
