Imphal, August 05 2018:
Citing the cases of its assistant publicity secretary GM Changjou and others, the proscribed RPF has appealed to all the people to always keep in mind that the Indian military forces have been indulging in systematic secret killings apart from unleashing all kinds of repressive measures using draconian laws in total defiance of international laws.
A statement issued by the outfit's publicity secretary Roben Khuman said that Gurumayum Jiteshor alias Gypsy alias GM Changjou was arrested by a group of men, some of whom were clad in military fatigues and some others in civilian dress from Dimapur on August 18, 2011 .
Replying to a petition filed at Court by the family of Gypsy, the army denied arresting Gypsy.
But Lt Col Dharamvir of the Indian Army disclosed on July 20 this year that Gypsy was arrested by Indian army and he was killed and his body buried behind a mess of an Indian Army camp located at Rangapahar, Dimapur.
Dharamvir further disclosed that the Indian Army demanded a ransom of Rs 20 lakh in the name of NSCN-IM, the outfit quoted.
It then asked whether the Indian Army would project Lt Col Dharamvir as a deranged man whose words cannot be accepted as truth.
After the disappearance of Gypsy, some people who did not disclose their identity informed RPF that he was apprehended by the NSCN (IM), But RPF never believed that Gypsy would have been apprehended by NSCN-IM and they would demand Rs 20 lakh as ransom.
RPF firmly believed that NSCN-IM would never indulge in such dirty works even though RPF and NSCN-IM have political differences.
As revealed by one of their own officers, the Indian Army has been always conspiring to create animosity arriong revolutionary groups of the region as well as among the i ndigenous people of the land, Roben alleged.
The revelation of Lt.Col Dharamvir is an invaluable lesson for all the people of the land.
Again the Indian Army told Court that they were not involved in the killing of Phijam Naobi of Thangmeiband, RK Ronel of Sagolband Sayang Pukhri Mapal and Th Prem alias Romen of Langol Laimanai who were found dea,d at Lakhijan area of Karbi Anglong district.
Assam on March 12, 2010.But a confidential letter written by 3 Corps Intelligence and Surveillance Unit Commander G Shrikumar to the army's higher authority which recommended Sena Medal (gallantry) for Captain Rubina Kaur Keer for eliminating the three men was also exposed a few days back.
Even though the particular unit of the Indian Army did not have to courage to claim that they had arrested the three men, they still hankered after rewards and medals.
This was sheer cowardice, the outfit remarked.
From 1990s, Manipur Police Commandos comprising of Manipuri natives took key roles in the Government of India's policy to suppress the liberation movement of Manipur.
Before 1990, it was the Indian military forces which directly fought against the liberation movement and they committed rampant extra judicial killings and human rights violation in the process.
Acting on a PIL filed by EEVFAM, the Supreme Court ordered investigation into some suspected cases of fake encounters and all the cases were found to be genuine fake encounters.
It is the Manipur Police Commandos who would be punished for staging fake encounters.
But there are many cases of fake encounters and forced disappearances staged by Indian military forces.
But the Government of India has been always acting blind to all extra judicial killings committed by Indian military forces.
The best they did so far is payment of compensation or ex-gratia to the victim families, the outfit alleged.
A number of human skeletal remains and eight skulls were discovered during an excavation work on December 26, 2014 at the erstwhile Tombisana High School campus.
It is impossible for any civilian or group of civilians to use the erstwhile high school campus as mass grave.
As such, the skulls and skeletal remains were those of those people who disappeared involuntarily after they were picked up by Indian military forces, it alleged.
It further pointed out that Tombisana High School campus was used once by Indian military forces as their camp.
Since AFSPA was imposed all over Manipur on September 9, 1980, Indian military forces have slain 8983 people and another 1528 people were killed in fake encounters, it further alleged.
