Imphal, July 13 2018:
Akham Joykumar, Secretary of Board of Secondary Education Manipur (BOSEM) has denied the allegation levelled upon the board that four marks each for English and Science subjects were left out from being awarded to the student who secured the 4th position in the recently announced HSLC examination results conducted by BOSEM.
He also informed that an inquiry committee will be set up to find out lapses if any.
He made the statement during a press conference held at BOSEM today afternoon, which was also attended by S Mangijao, Joint Secretary General, BOSEM, L Phulchand Meitei, Controller of Examination and K Damayanti, Deputy Secretary BOSEM.
Akham Joykumar clarified that it is totally wrong that 8 marks for a particular student, were left out from tabulation and added that the marks which the students have secured in the examination, were given after checking and re-checking of the answer papers for more than 8 to 10 times.
The Secretary informed that BOSEM received a complaint from the student following which the answers were re-checked by BOSEM and it was placed before the student and the family members.
During the checking, the marks obtained by the student and the total marks awarded by BOSEM were found to be correct and as such, BOSEM gave the remark for the re-checking as no change, he claimed.
However, as the student and the family members were not satisfied with BOSEM's reply, they approached the State Education Minister and a meeting was held at the office chamber of the State Education Minister to sort out the matter, in the presence of student's family members, subject experts, Head of Examiner and Controller.
He conveyed that the family members of the student also brought some teachers along with them and during the meeting/discussion, the Head Examiner, subject experts from BOSEM's side properly explained all the questions raised by the complainant regarding which marks to give and which to deduct.
Akham Joykumar continued that there is no way to include or deduct the marks obtained under the influence of the Controller, Secretary or Chairmen of the Board as everything operates under certain rules and regulations.
He also clarified that the complaint is not about the failure of the examiner to check the answer of a particular question or if there is any error in total mark tabulation.
The complaint is that the marks secured by the complainant is less than satisfactory.
The issue of re-evaluation or reexamination is not under the Board's jurisdiction and the particular case was sorted out between the two sides, he claimed.
The Secretary continued that the answer sheets are thoroughly checked by the Head Examiner and followed up by the Coordinator.
After giving their marks by either deducting or increasing the marks according to the answer given by the student which they think the student deserves and the scrutiny of the paper is held often so that every process goes in the right manner.
He also made BOSEM's stand clear that there is no mark left to be given to the complainant contrary to what the student claimed and informed that looking after the complaint and issue, an enquiry committee will be set up to find out if there are any mistakes or lapses in this regard and to take up necessary action after the enquiry committee submits its report to BOSEM.
