CCpur, March 19 2021:
The Zomi Chiefs' Association along with the village chiefs/chairman of 16 villages today expressed their dissent over the shifting of 96-Khopuibung land records from Churachandpur Subdivision to Saikot Subdivision.
While the representation submitted to the Deputy Commissioner Churachandpur by the 16 village chiefs/chairman opposed the transfer of their land records from Churachandpur to Saikot Subdivision, the Zomi Chiefs Association in their memo to the Commissioner (Revenue) went a little further and demanded the creation of New Lamka Lourup to be bifurcated from 96- Khopuibung and 100-Saikot Lourup.
The 16 VAs while claiming that about 90 percent of the population in this Lourup area are villages located within Churachandpur Subdivision, cautioned the government against forceful implementation of the order as it will mean shifting half of Churachandpur Subdivisions population and pattadars under Saikot Subdivision.
The order No- DC(CCP)/Rev/LR/2016-65/520 dated 6/10/2017 should therefore be immediately cancelled and substituted with an order that upholds the status quo as the Order in question is dictatorial and lacks an understanding of the very simple basic things that are inherent in the administration of Churachandpur, it said.
Besides, they called for amending 96-Khopuibung in favour of any village within Churachandpur Subdivision so that such audacity does not arise in official documents in the future.
A memo of the Zomi Chiefs' Association addressed to the Commissioner (Revenue), Government of Manipur meanwhile maintained that handing over/transfer of entire lands under 96-Khopuibung and 100-Saikot Lourup would create confusion and hamper effective administration of the two Subdivisions.
'Therefore, taking into consideration- administrative convenience, geographical contiguity and existing natural and State Assembly Constituency boundaries, we pray for creation of New Lamka Lourup to be bifurcated from 96-Khopuibung and 100-Saikot Lourup in public interest,' it said.
