Chairperson of Imphal Municipal Council (IMC) Km A Jiwanlata Devi and 11 councillors walked out of a no confidence motion proposed today.
the Deputy Commissioner convened a 'requisition meeting' this morning to deliberate on an earlier no confidence motion raised by 18 other councillors.
The no confidence motion put up on March 3 this year had also ended controversially even though Jiwanlata was outnumbered during the trial of strength.
Today's 'requisition meeting' convened at the IMC's Council Hall at 11 am was presided by the Imphal West Deputy Commissioner.
In justifying the 'walk out' decision by the Chairperson and 11 others backing her, the pro-Jiwanlata councillors contended that the DC had violated all norms and specifications governing IMC.
They explained that as the previous no confidence motion put up against the Chairperson is yet to complete a year similar session cannot be convened and as such participating at the meeting is irrelevant.
The Councillors voiced strong resentment on the DC's verdict against Jiwanlata on the ground that the 'requisition' meeting was held in violation of relevant guidelines of the IMC and insisted that Chairperson would continue to hold the office.
Recounting that since a no confidence motion was raised on October 15, 2007 by 16 councillors against Jiwanlata functioning of the IMC had been severely crippled, they maintained that on November 7 the same year the Council's Executive Officer convened a special requisition meeting of the Councillors which was held under the chairmanship of Council's Vice President.
The latter session saw 15 Councillors favouring Jiwanlata's continuation even as 10 members staged walk-out and two abstention, the pro-Chairperson councillors maintained to drive home the point that as the motion is yet to complete a year convening another similar session is in violation of IMC rules and regulation.
