75,000 names de-listed from electoral roll: CM

Altogether 75,000 voters who entered their names in the State's electoral roll in faulty manner have been de-listed, Chief Minister N Biren informed the Manipur Legislative Assembly today.
The Chief Minister made this statement while discussing seven demands for grants amounting to Rs 3254.04 crore.
He said that the 75,000 voters were confirmed to be wrongly listed in the electoral roll during the recent electors verification programme and thus they were removed from the electoral roll.
Biren asserted that there is no question of enlisting any one in possession of Inner Line Permit in the State's electoral roll.

Even if such a person is enlisted in the electoral roll, he/she would enjoy only voting rights, not the right to contest elections.
The Constitution guarantees right to vote to every citizen.
If any non-local man wishes to enrol his name in the State's electoral roll, he should bring an authorisation letter from his parent State declaring that his name has been deleted from the electoral roll of the parent State as demanded by the Manipur Inner Line Permit Guidelines 2019, Biren said.
While discussing the demand for Tourism, the Chief Minister claimed that arrival of foreign tourists in the State has grown significantly.
Only 3,036 foreign tourists came to the State in 2016-17 .
The number grew to 3787 in 2017-18 and 9794 in 2018-19 .
There is a record of arrival of 9065 foreign tourists during the current financial year till December, Biren said.
The amount set aside by the State Government for the Manipur Sangai Festival is Rs 10 crore.
Likewise, Rs five crore is set aside for the Shirui Festival and Rs two crore each for Orange Festival and Barak Festival, he said.
Informing that the Government has been planning to develop a heritage park at Keibul Lamjao so as to make it a permanent venue of Manipur Sangai Festival, the Chief Minister claimed that the Central Government would be releasing Rs 35 crore for the same purpose.
The State Government is also planning to develop a tourist spot near the Noney rail bridge which would be the highest railway bridge in the world, once completed.
Bilateral agreements have been signed for both Imphal-Mandalay flight service and bus service.
Even though RAP and PAP have been lifted from Manipur, citizens of Afghanistan, China and Pakis- tan are still required to obtain permission from the Central Government if they wish to visit Manipur, Biren said.
People have been facing certain inconveniences at the Assam Rifles check-gate opened along Imphal-Moreh highway and a football team of Myanmar who visited Manipur recently highlighted the grievances they encountered at the check-gate, Biren said.
After due deliberation at a Cabinet meeting, the State Government sent a recommendation to the Ministry of Home Affairs on replacing the Assam Rifles with State police at the particular check-gate, the Chief Minister said.
Opposition MLAs K Meghachandra, Kh Joykisan, Surjakumar Okram and Alfred Kanngam Arthur took part in discussing the demands.
The demands for grants passed today were Rs 2252,34,65,450 for Education, 30,77,92,000 for Election, Rs 233,98,34,000 for Minor irrigation, Rs 4,15,30,000 for Sericulture, Rs 501,42,90,000 for Water Resources, Rs 107,00,87,000 for Horticulture & Soil Conservation and Rs 8,34,53,000 for Tourism.
The Bir Tikendrajit University Manipur Bill 2020, the Manipur Sewerage Bill 2020 and the Manipur Professions, Trades, Callings and Employment taxation (9th Amendment) Bill 2020 were also passed by the House.
