Councillors urge

Councillors of Imphal Municipal Corporation
(IMC) have urged the State Government to include all the provi-
sions of Article 243 (W) of Manipur Municipality Act 2014 in the
Manipur Municipal (10th Amendment) Bill 2016 to be passed by
the State Assembly tomorrow.
Speaking to reporters on behalf of the Councillors at a
press conference, Councillor Ngamminlun Kipgen said that
inclusion of the said provisions would enable proper function-
ing of the corporation.
Although, IMC has already been upgraded to the status of
a corporation, it is yet to function as a full-fledged corporation
due to the absence of these provisions.
The Chairperson of the corporation would be able to func-
tion like a Mayor of other cities once the above mentioned
provisions are included totally in the Bill.
He said that despite being an autonomous body, IMC is
unable to collect taxes properly and function independently.
Sometimes non-inclusion of the provisions has created
misunderstanding between the Councillors and MLAs, he said
and added that the Manipur Municipality Act is not imple-
mented properly in the State.
